Annex 2. Framework for the Sustainable Development of Coastal Areas thru ICM.* The practical experiences of PEMSEA in the application of integrated coastal management (ICM) in the East Asian Seas region over the last 14 years have led to the development of the Framework for Sustainable Development of Coastal Areas (SDCA). This framework covers a system of governance as well as five components of the sustainable aspects critical to achieving the overall goal of sustainable development. Each of the governance elements and sustainable development aspects are briefly described below.
