Implications and Recommendations<br />
Even in the absence of specific legislation for ICM,<br />
general or sectoral legislation can support ICM goals and<br />
objectives. However, the existence of ICM legislation<br />
serves to incorporate the principles related to sustainable<br />
development and specifically to oceans and coasts, supports<br />
ICM goals and objectives, sets out processes for institutional<br />
cooperation and coordination and lays out ICM management<br />
activities and interventions. Furthermore, the effectiveness<br />
of legislation does not necessarily depend on the number of<br />
enacted laws but on the commitment of authorities to enforce<br />
them. The awareness of the stakeholders on the governing<br />
laws in their area is also equally important.<br />
The development and adoption of an ICM law is a significant<br />
indication of the extent to which the goals and objectives of<br />
ICM are supported by a clear and enforceable legal basis.<br />
