Legislation
ICM enabling legislation
THE HENRY FOUNDATION
Implications and Recommendations
Even in the absence of specific legislation for ICM,
general or sectoral legislation can support ICM goals and
objectives. However, the existence of ICM legislation
serves to incorporate the principles related to sustainable
development and specifically to oceans and coasts, supports
ICM goals and objectives, sets out processes for institutional
cooperation and coordination and lays out ICM management
activities and interventions. Furthermore, the effectiveness
of legislation does not necessarily depend on the number of
enacted laws but on the commitment of authorities to enforce
them. The awareness of the stakeholders on the governing
laws in their area is also equally important.
The development and adoption of an ICM law is a significant
indication of the extent to which the goals and objectives of
ICM are supported by a clear and enforceable legal basis.
