EDUCATIONAL ATTAINMENT<br />

OF THE ADULT POPULATION<br />

• The level of educational attainment in the population is a commonly used proxy for the stock of<br />

“human capital”. This indicator shows the level of educational attainment of the population. It<br />

serves as a backdrop for comparing current participation and completion rates between<br />

countries.<br />

• The International Standard Classification of Education (ISCED-97) is used for the first time to<br />

define the level of education. A new level, post-secondary non-tertiary (level 4), has been<br />

introduced in ISCED-97 to cover programmes that straddle the boundary between upper<br />

secondary and tertiary education.<br />

• In Greece, Italy, Mexico, Portugal, Spain and Turkey more than half of the population aged<br />

25-64 years have not completed upper secondary education. This proportion is equal to or<br />

exceeds 80 per cent in Canada, the Czech Republic, Germany, Japan, Norway, Switzerland and<br />

the United States.<br />
