35.8. Any costs and expenses incurred, except in case of force majeure, must be borne by<br />

the Member Federation(s) of which the referee(s) who failed to appear is/are<br />

member(s).<br />

Refusal<br />

35.9. If the appointed <strong>EHF</strong> referees are unable to fulfil a nomination, they must inform the<br />

<strong>EHF</strong> Office without delay by phone and subsequently in writing. In this case, the <strong>EHF</strong><br />

appoints substitute referees.<br />

Special report<br />

35.10. In case of direct disqualifications or any major incidents, the <strong>EHF</strong> referees have to write<br />

an additional detailed report and send it to the <strong>EHF</strong> Office immediately after the end of<br />

the match.<br />

35.11. In their report, the <strong>EHF</strong> referees report in as much detail as possible on any incidents<br />

before, during and after the match, such as:<br />

• misconduct of players leading to direct disqualification<br />

• unsportsmanlike behaviour by officials, members, supporters or anyone carrying out<br />

a function at a match on behalf of a Member Federation.<br />

• any other incidents<br />

35.12. Notwithstanding the foregoing, the absence of report on an incident does not prevent<br />

the initiation of proceedings by the <strong>EHF</strong>.<br />

Article 36<br />

<strong>EHF</strong> delegate(s) nomination<br />

36.1. One (1) <strong>EHF</strong> delegate is appointed by the <strong>EHF</strong> for each <strong>YAC</strong> <strong>EURO</strong> Qualification<br />

tournament. If required, depending on the tournament structure and the situation<br />

on site, a second <strong>EHF</strong> delegate may be appointed by the <strong>EHF</strong>. The <strong>EHF</strong> decision is final.<br />

The appointed <strong>EHF</strong> delegate(s) must acknowledge the <strong>EHF</strong> nomination and inform(s)<br />

the <strong>EHF</strong> accordingly without delay.<br />

36.2. Nominations of the <strong>EHF</strong> delegates for the <strong>YAC</strong> <strong>EURO</strong> Qualification tournaments can<br />

be withdrawn at the <strong>EHF</strong>’s sole discretion. <strong>EHF</strong> decisions in matter of delegate<br />

nomination for the <strong>YAC</strong> <strong>EURO</strong> Qualification tournaments are final.<br />

36.3. The <strong>EHF</strong> delegate(s) nomination is communicated by the <strong>EHF</strong> to all parties concerned<br />

in due time.<br />
