and <strong>to</strong>olk<strong>it</strong>s for any or all prior<strong>it</strong>y assistance<br />
functions <strong>in</strong> each technical area. Best practices<br />
would be widely dissem<strong>in</strong>ated among host<br />
countries, development pract<strong>it</strong>ioners, and<br />
other donors.<br />
SUMMING UP<br />
Foreign direct <strong>in</strong>vestment is a potent economic<br />
force worldwide. For develop<strong>in</strong>g countries <strong>it</strong> is<br />
the largest and most stable source of external<br />
f<strong>in</strong>ance and, as such, a cr<strong>it</strong>ical variable <strong>in</strong> the<br />
market-oriented, export-based strategies that<br />
many have embraced. W<strong>it</strong>h renewed growth <strong>in</strong><br />
the global economy, FDI <strong>in</strong>flows <strong>to</strong> the develop<strong>in</strong>g<br />
world have <strong>in</strong>deed risen aga<strong>in</strong>, resum<strong>in</strong>g<br />
their long-term trend of the past 30 years. These<br />
new and larger <strong>in</strong>flows will present policymakers<br />
<strong>in</strong> develop<strong>in</strong>g countries new opportun<strong>it</strong>ies—as<br />
well as new and greater responsibl<strong>it</strong>ies—for<br />
mak<strong>in</strong>g the most of FDI. The policy implementation<br />
issues <strong>in</strong>volved <strong>in</strong> mak<strong>in</strong>g FDI work for<br />
development are complex and challeng<strong>in</strong>g.<br />
Resolv<strong>in</strong>g them will ultimately depend on the<br />
problem-solv<strong>in</strong>g expertise and the pol<strong>it</strong>ical will<br />
of develop<strong>in</strong>g country governments and bus<strong>in</strong>ess<br />
commun<strong>it</strong>ies. But <strong>in</strong> this globalized world,<br />
USAID and others <strong>in</strong> the donor commun<strong>it</strong>y<br />
stand <strong>to</strong> play a cr<strong>it</strong>ical role <strong>in</strong> help<strong>in</strong>g host countries<br />
make FDI work for development.<br />
