To maximize the likelihood that FDI does not<br />
harm or even improves the environment, develop<strong>in</strong>g<br />
countries should consider (1) build<strong>in</strong>g<br />
regula<strong>to</strong>ry capac<strong>it</strong>y; (2) <strong>in</strong>corporat<strong>in</strong>g regulations<br />
and susta<strong>in</strong>abil<strong>it</strong>y requirements <strong>in</strong><strong>to</strong> their<br />
economic growth strategies and specific policies<br />
for bus<strong>in</strong>ess and <strong>in</strong>dustry, both foreign and<br />
domestic; and (3) press<strong>in</strong>g parent firms and foreign<br />
affiliates <strong>to</strong> regard good environmental<br />
practice as a spillover effect expected of FDI. On<br />
their side, mult<strong>in</strong>ational corporations should<br />
shape day-<strong>to</strong>-day operations and bus<strong>in</strong>ess strategies<br />
accord<strong>in</strong>g <strong>to</strong> the provisions of the<br />
Environmental Chapter of the OECD<br />
Guidel<strong>in</strong>es for Mult<strong>in</strong>ational Enterprises. The<br />
OECD has formulated <strong>to</strong>ols and corporate<br />
approaches (e.g., environment management systems,<br />
stakeholder consultation, environmental<br />
assessments, cont<strong>in</strong>gency plann<strong>in</strong>g, tra<strong>in</strong><strong>in</strong>g) <strong>in</strong><br />
