Subnational <strong>in</strong>vestment promotion. Activ<strong>it</strong>ies that<br />
encourage <strong>in</strong>vestment <strong>in</strong> economically depressed or<br />
government-prior<strong>it</strong>ized regions and that frequently<br />
<strong>in</strong>volve the use of <strong>in</strong>ves<strong>to</strong>r <strong>in</strong>centives.<br />
Trade and Investment Framework Agreement (TIFA).<br />
Mechanism used by the Un<strong>it</strong>ed States <strong>to</strong> structure<br />
bilateral consultations w<strong>it</strong>h another government relat<strong>in</strong>g<br />
<strong>to</strong> trade and <strong>in</strong>vestment. Consultations encompass<br />
a broad range of issues, <strong>in</strong>clud<strong>in</strong>g services, <strong>in</strong>vestment,<br />
trade <strong>in</strong> goods, and <strong>in</strong>tellectual property protection. A<br />
TIFA is generally a prerequis<strong>it</strong>e for talks lead<strong>in</strong>g <strong>to</strong> a<br />
bilateral <strong>in</strong>vestment treaty (BIT) or free trade agreement<br />
(FTA).<br />
Trade-related <strong>in</strong>vestment measure (TRIM). An <strong>in</strong>vestment-related<br />
measure that restricts or dis<strong>to</strong>rts trade,<br />
such as a requirement that <strong>in</strong>ves<strong>to</strong>rs use local <strong>in</strong>puts <strong>in</strong><br />
production, or that they meet export performance<br />
mandates.<br />
Transfer pric<strong>in</strong>g. The price of goods exchanged or sold<br />
between affiliates of a mult<strong>in</strong>ational corporation.<br />
Because of the absence of a market price, these prices<br />
can be manipulated.<br />
Un<strong>it</strong>ed Nations Conference on Trade and<br />
Development (UNCTAD). The focal po<strong>in</strong>t w<strong>it</strong>h<strong>in</strong> the<br />
Un<strong>it</strong>ed Nations system for the <strong>in</strong>tegrated treatment of<br />
trade and development and related issues <strong>in</strong> <strong>in</strong>vestment,<br />
f<strong>in</strong>ance, technology, enterprise development, and<br />
susta<strong>in</strong>able development. UNCTAD was established <strong>in</strong><br />
1964. It functions as a forum for <strong>in</strong>tergovernmental<br />
deliberations, undertakes research, policy analysis and<br />
data collection, and provides technical assistance.<br />
Value cha<strong>in</strong>. A subset of a (global) production network<br />
and all activ<strong>it</strong>ies for mak<strong>in</strong>g a product or provid<strong>in</strong>g a<br />
service, from conception <strong>to</strong> disposal. Add<strong>in</strong>g “value” <strong>to</strong><br />
a production cha<strong>in</strong> improves the product or service and<br />
requires the use of new forms of knowledge or cap<strong>it</strong>al,<br />
or both.<br />
Vertical spillovers. Technology transfers up and down a<br />
product or service supply cha<strong>in</strong>. The ma<strong>in</strong> mechanism<br />
for such transfers is the tra<strong>in</strong><strong>in</strong>g and technical advice<br />
provided by foreign affiliates <strong>to</strong> upstream suppliers or<br />
downstream producer-cus<strong>to</strong>mers.<br />
