Investment Compass (UNCTAD). Based on<br />

macro/microeconomic data supplemented by<br />

surveys, the Investment Compass covers regula<strong>to</strong>ry<br />

cap<strong>it</strong>al, raw materials, <strong>in</strong>frastructure, operat<strong>in</strong>g<br />

costs, market size, and macroeconomic performance<br />

of 55 mostly poorer countries <strong>in</strong><br />

Africa, Asia, and Lat<strong>in</strong> America. Latest survey<br />

data are from 2004.<br />

Bus<strong>in</strong>ess Environment and Enterprise<br />

Performance Survey (World Bank and EBRD).<br />

This survey of national enterprises <strong>in</strong> 27 trans<strong>it</strong>ion<br />

countries covers bus<strong>in</strong>ess regulation, compet<strong>it</strong>ion<br />

and concentration, corruption, <strong>in</strong>fluence<br />

and lobby<strong>in</strong>g, <strong>in</strong>frastructure, labor market,<br />

rule of law, f<strong>in</strong>ancial system. Latest survey<br />

data are from 2002.<br />

Do<strong>in</strong>g Bus<strong>in</strong>ess (World Bank). Draw<strong>in</strong>g on<br />

local experts, this compendium covers start<strong>in</strong>g<br />

a bus<strong>in</strong>ess, deal<strong>in</strong>g w<strong>it</strong>h licenses, employ<strong>in</strong>g<br />

workers, register<strong>in</strong>g property, gett<strong>in</strong>g cred<strong>it</strong>,<br />

protect<strong>in</strong>g <strong>in</strong>ves<strong>to</strong>rs, pay<strong>in</strong>g taxes, trad<strong>in</strong>g<br />

across borders, enforc<strong>in</strong>g contracts, and clos<strong>in</strong>g<br />

a bus<strong>in</strong>ess <strong>in</strong> 175 countries. Latest survey data<br />

Global Compet<strong>it</strong>iveness Index (World<br />

Economic Forum). An aggregate measure of<br />

the <strong>in</strong>vestment climate, GCI organizes 12 “pillars<br />

of compet<strong>it</strong>iveness” <strong>in</strong><strong>to</strong> three categories:<br />

basic requirements, efficiency enhancers, and<br />

<strong>in</strong>novation fac<strong>to</strong>rs. The most recent ed<strong>it</strong>ion<br />

covers 125 countries. By 2007 the <strong>in</strong>dex is<br />

expected <strong>to</strong> cover at least 135. The <strong>in</strong>dex and<br />

other <strong>in</strong>vestment-related <strong>in</strong>formation are available<br />

Index of Economic Freedom (Her<strong>it</strong>age<br />

Foundation; Wall Street Journal) Primarily an<br />

assessment of regula<strong>to</strong>ry <strong>in</strong>formation, the<br />

<strong>in</strong>dex covers trade, fiscal burdens, government<br />

<strong>in</strong>tervention, monetary policy, foreign <strong>in</strong>vestment,<br />

bank<strong>in</strong>g, wages and prices, property<br />

rights, regulation, and <strong>in</strong>formal markets for<br />

161 countries. Latest survey data are from<br />

2006.<br />

FDI Confidence Index (A.T. Kearney).<br />

Cover<strong>in</strong>g 68 countries, this <strong>in</strong>dex is based on a<br />

survey of foreign <strong>in</strong>ves<strong>to</strong>rs that discerns the<br />

<strong>in</strong>vestment <strong>in</strong>tentions of companies. Latest<br />

survey data are from 2005.<br />

Enterprise Surveys (World Bank). Developed<br />

w<strong>it</strong>h the IFC, this database conta<strong>in</strong>s <strong>in</strong>vestment<br />

climate data on 77 countries based on<br />

surveys of nearly 41,000 firms. The organization<br />

of 150 <strong>in</strong>dica<strong>to</strong>rs <strong>in</strong><strong>to</strong> 13 <strong>to</strong>pics perm<strong>it</strong>s<br />

cus<strong>to</strong>mized <strong>in</strong>vestment climate analysis,<br />

<strong>in</strong>clud<strong>in</strong>g cross-country benchmark<strong>in</strong>g or comparison<br />

of <strong>in</strong>dica<strong>to</strong>rs by types of firms (sorted<br />

by size, sec<strong>to</strong>r, exporter vs. non-exporter, foreign<br />

vs. domestic). The World Bank uses the<br />

data from the surveys <strong>to</strong> prepare Investment<br />

Climate Assessments of selected develop<strong>in</strong>g<br />

countries. The database is accessible at<br />
