5. Phasing and Delivery<br />

5.1) Introduction<br />

Chapter 4 outlined <strong>the</strong> proposals in <strong>the</strong> TTP. In this chapter <strong>the</strong> ease of delivery of each proposal is<br />

considered. An indicative timescale is <strong>the</strong>n considered in order to prioritise <strong>the</strong> delivery of each of <strong>the</strong><br />

measures.<br />

5.2) Ease of Delivery<br />

The proposals set out in <strong>the</strong> previous chapter have been categorised in relation to <strong>the</strong>ir impact and <strong>the</strong><br />

level of influence or control <strong>SPAD</strong> has in <strong>the</strong> delivery of <strong>the</strong>se policies. It is important to deliver those<br />

policies where <strong>SPAD</strong> retain control over delivery and <strong>the</strong> impact of <strong>the</strong> intervention is likely to be high<br />

as <strong>the</strong> benefits are likely to be significant in relation to costs. Although it could be tempting to<br />

concentrate on <strong>the</strong> measures where <strong>SPAD</strong> have influence it is recognised it will be important to work<br />

with o<strong>the</strong>r agencies to ensure high impact policies are progressed where <strong>SPAD</strong> does not control overall<br />

delivery. In addition it will also be important not to be seen to neglect those policies which may have a<br />

smaller or less immediate impact. These are often complementary measures which will help improve<br />

<strong>the</strong> effectiveness of o<strong>the</strong>r measures for delivery. Figure 5.1 details <strong>the</strong> assessment.<br />

5.3) Costs and Benefits<br />

As part of this TTP it has not been possible to carry out detailed cost benefit assessments against each<br />

indicative policy; however a broad assessment of <strong>the</strong> likely costs, benefits and issues has been<br />

prepared. <strong>SPAD</strong> should look to carry out more detailed cost benefit analysis or regulatory impact<br />

assessments before progressing in order to test <strong>the</strong> likely impact and affordability of <strong>the</strong> proposals. As<br />

<strong>the</strong>re is overlap of policy measures between objectives <strong>the</strong> proposals are split into regulatory, driver,<br />

vehicle, enforcement and external proposals. Tables 5.1 – 5.5 set out <strong>the</strong> benefit assessment.<br />
