PROJECT 3: RURAL DEVELOPMENT PROJECT Objective: To support Agricultural and Agri-business Development under the Agriculture Project and to strengthen Rural Institutions that provide complementary Services. ACTIVITY 1: PROCUREMENT CAPACITY ACTIVITY Activity Objectives: i. To strengthen the Capacity of various Procurement Entities in Government Organizations, to Procure Goods, Works and Services with greater Economy, Efficiency and Effectiveness. ii. Enable Entities to implement Ghana’s Public Procurement Act 2003 (Act 663) by assisting in the development of Training Materials for the Staff of such Entities, the formation of a Career path within the Public Sector for Procurement Professionals and the placement of Trainees in such Procurement Entities, to provide them with practical experience. Development of Modules Indicator: Number of Tertiary Institutions using the Modules developed by PPA/MiDA (8) TARGET (ANNUAL) APR 2009-MAR 2010 ACTUALS TO DATE OCT – DEC 2009 CUMMULATIVE ACTUALS TO DATE 1 0 0 ACTIVITY STATUS NEXT STEP i. Obtain Revised Draft Curricula and Modules from Crown Agents, • Crown Agents submitted a revised version of the Draft Curricula and Modules to PPA/MiDA on 15 th October 2009 as scheduled. • The Draft Curricula was reviewed by the PPA and further revision requested for the Curricula and Modules for the 4-Year Bachelor’s Degree Program. ii. Working Group to complete review of Revised Draft Curricula and Modules • Revisions to the Curricula and Modules were completed by Crown Agents and revised versions of the documentation submitted on 15 th December, 2009. Further revisions were requested of the Consultant for incorporation in the Final Version. iii. iv. Finalize Curricula and Modules Hold Stakeholders Workshop on Draft Curricula and Modules • The Draft Final Version of the Curricula and Modules was submitted to PPA/ MiDA on 31 st Dec., 2009. • A Stakeholders Workshop was held on 24 th and 25 th November, 2009 to discuss the Draft Curricula and • Obtain PPA/MiDA Approval of the Draft Final version of the Curricula and Modules. - 30 -
Modules for all three categories of Procurement Training envisaged; namely i) 3–6 months Training for Procurement Practitioners, ii) 15–24 months post-HND course, and iii) 4- year Bachelors Degree courses with a Procurement option for WASSCE students. • The following 12 Tertiary Institutions participated in the Workshop: i. Catholic Institute of Business & Technology ii. Kwame Nkrumah University of Science & Technology iii. University of Cape Coast iv. Ghana Institute of Management & Public Administration v. Methodist University vi. Central University College vii. University College of Management Studies viii. Zenith University College ix. Institute of Professional Studies x. Koforidua Polytechnic xi. Accra Polytechnic xii. Takoradi Polytechnic v. Hold Consultations with Tertiary Institutions vi. Hold Consultations with Stakeholders • Held discussions with the following on the proposed dates for the commencement of Procurement Training: - Catholic Institute of Business and Technology (CIBT) - Ghana Institute of Management and Public Administration (GIMPA) - Management, Development and Productivity Institute (MDPI) - Koforidua Polytechnic - Kumasi Polytechnic - Takoradi Polytechnic • Views of the following Stakeholders have been incorporated into the Draft Final Versions of the Curricula and Modules for procurement Training: - 31 - • Obtain Final Versions of the Curricula and Modules for various categories of Procurement Training. • Obtain PPA/MiDA Approval for Report on the Curricula and Modules. • Distribute copies of Report to Tertiary Institutions. • Commence Procurement Training as follows: - CIBT: Feb 2010, starting with 2 nd Year Business Students - GIMPA: Post-HND and B.Sc. programs in Feb 2010. - MDPI: 3-6 month course by Mar 2010. Comments of various stakeholders attending the Stakeholders Workshop are to be incorporated in the final
