1Introduction<br />
1.1 Objectives of APRLP Water Audit<br />
The APRLP Water Audit commenced <strong>in</strong><br />
November 2000 with a series of <strong>in</strong>ception workshops<br />
that provided the ma<strong>in</strong> stakeholders with an<br />
opportunity to discuss the Audit’s specific objectives,<br />
methodology and <strong>in</strong>stitutional arrangements.<br />
The agreed wider objectives of activities <strong>in</strong> the study<br />
areas were:<br />
i. To assess the status of water and other<br />
natural resources at scales rang<strong>in</strong>g from the<br />
micro-watershed to the macro-watershed,<br />
thereby, to <strong>in</strong>form decision-mak<strong>in</strong>g and<br />
policy formulation at all levels <strong>in</strong> the<br />
APRLP and <strong>in</strong> Andhra Pradesh’s watershed<br />
development programme.<br />
ii. To assess pressures on groundwater and surface<br />
water resources and current trends <strong>in</strong> use and<br />
demand (e.g. water demands for domestic<br />
purposes, irrigation, non-land based activities).<br />
iii.To assess the relative value of different water<br />
uses <strong>in</strong> terms of productivity, equity and<br />
basic human and environmental needs.<br />
iv. Based on the above, to identify resource<br />
management practices and policies that are<br />
economically viable and that have the potential<br />
to br<strong>in</strong>g about more equitable, susta<strong>in</strong>able and<br />
productive use of water <strong>in</strong> the long term.<br />
v. To provide basel<strong>in</strong>e data aga<strong>in</strong>st which some<br />
resource-related <strong>in</strong>dicators can be monitored.<br />
vi. To build capacity of DPAP, DDP and NGO staff <strong>in</strong><br />
the APRLP districts so that they have the<br />
skills and confidence to undertake and update<br />
resource audits.<br />
