Caste Restrictions <strong>in</strong> Kocheruvu<br />
A large cruciform step well <strong>in</strong><br />
the centre of the old village<br />
settlement was be<strong>in</strong>g used for<br />
dr<strong>in</strong>k<strong>in</strong>g water <strong>in</strong> December<br />
2000 because the piped water<br />
supply was not function<strong>in</strong>g as a<br />
result of a major pump<br />
breakdown. Upper caste men<br />
and women walked down the<br />
steps and filled their vessels<br />
directly from the well. Lower<br />
caste men and women, however,<br />
had to wait half-way down the<br />
steps for an upper caste person<br />
to favour them by fill<strong>in</strong>g their<br />
vessels. Not all upper castes did<br />
this and sometimes the lower<br />
caste person had to wait for<br />
some time.<br />
As lower caste villagers are not allowed to take water<br />
directly from the open well, a higher caste woman is fill<strong>in</strong>g<br />
the pot of the lower caste woman, Kocheruvu, Dhone<br />
SC Colony <strong>in</strong> Manirevu<br />
In December 2000, the newlyelected<br />
sarpanch had provided<br />
the SC colony with 4 new public<br />
taps so as to improve the<br />
colony’s water supply that was<br />
hitherto dependent on hand<br />
pumps. But while public taps <strong>in</strong><br />
the ma<strong>in</strong> village are outlets from<br />
small storage tanks that are, <strong>in</strong><br />
turn, supplied by the piped<br />
system, the new taps <strong>in</strong> the SC<br />
colony are not connected to<br />
storage tanks. This means that if<br />
and when electricity fails and<br />
the ma<strong>in</strong> pump of the piped<br />
system stops work<strong>in</strong>g, the taps<br />
<strong>in</strong> the SC colony run dry while<br />
the taps <strong>in</strong> the ma<strong>in</strong> village<br />
cont<strong>in</strong>ue to flow, us<strong>in</strong>g the water<br />
stored <strong>in</strong> the storage tank.<br />
5.3 Water-related functionality<br />
of village-level <strong>in</strong>stitutions<br />
Strong village-level <strong>in</strong>stitutions are a vital element<br />
of the proposed reform of rural water supply and<br />
sanitation services coord<strong>in</strong>ated by the Rajiv Gandhi<br />
National Dr<strong>in</strong>k<strong>in</strong>g Water Mission (see Box 13). Andhra<br />
Pradesh has an impressive history <strong>in</strong> form<strong>in</strong>g women’s<br />
self-help groups (SHGs), and it is normal to expect that<br />
village decision-mak<strong>in</strong>g has been strengthened by this<br />
development. The participatory assessments sought to<br />
f<strong>in</strong>d out the extent to which village <strong>in</strong>stitutions like the<br />
panchayat and SHGs, respond to water-related<br />
problems.<br />
In Dhone, assessments for the 42 villages surveyed<br />
<strong>in</strong>dicated that <strong>in</strong> a majority of villages the panchayat<br />
was unsympathetic to problems concern<strong>in</strong>g water<br />
supply (and sanitation). In Kalyandurg <strong>in</strong> contrast, it<br />
was found that <strong>in</strong> almost half the villages the panchayat<br />
was sympathetic and effective as far as water-related<br />
problems were concerned. The results for Kalyandurg<br />
are summarised <strong>in</strong> Figure 39 along with the questions<br />
that were used as part of the ord<strong>in</strong>al scor<strong>in</strong>g system.<br />
