2Methodology<br />
2.1 Background<br />
Water audits, under various different names, are be<strong>in</strong>g<br />
promoted <strong>in</strong>creas<strong>in</strong>gly as a key step towards effective and<br />
susta<strong>in</strong>able <strong>in</strong>tegrated water resource management. For example,<br />
the International Water Management <strong>Institute</strong> (IWMI) has<br />
taken a lead <strong>in</strong> advanc<strong>in</strong>g the case for water account<strong>in</strong>g and <strong>in</strong><br />
develop<strong>in</strong>g relevant def<strong>in</strong>itions and procedures (Molden, 1997;<br />
Molden et al, 2001; IWMI, 2002). Similarly, the Global Water<br />
Partnership (GWP) has stressed the importance of water resource<br />
assessments as part of <strong>in</strong>tegrated water resource management<br />
(GWP, 2000). Although there are some subtle differences<br />
between the methodologies that are be<strong>in</strong>g promoted by different<br />
organisations, the overall objectives of the different approaches<br />
are similar (see Box 1).<br />
