Box 12: RWSS Sector Reform Project<br />

This project is be<strong>in</strong>g implemented <strong>in</strong> 58 districts <strong>in</strong> 22 states all over the country, <strong>in</strong>clud<strong>in</strong>g<br />

Chittoor, Nalgonda, Prakasam and Khammam <strong>in</strong> Andhra Pradesh. This project advocates four<br />

key pr<strong>in</strong>ciples for susta<strong>in</strong>able RWSS systems:<br />

1. Chang<strong>in</strong>g the role of government from provider to facilitator<br />

2. Increas<strong>in</strong>g the role of communities <strong>in</strong> the plann<strong>in</strong>g and management of<br />

their own facilities<br />

3. Users pay<strong>in</strong>g all operation and ma<strong>in</strong>tenance costs, and at least 10% of the capital costs<br />

of supply<br />

4. Promot<strong>in</strong>g <strong>in</strong>tegrated water resource management<br />

The <strong>in</strong>stitutional arrangements to implement the project <strong>in</strong>clude the <strong>format</strong>ion of Village<br />

Water and Sanitation Committees (VWSCs), as sub-committees of the Gram Panchayat, to<br />

manage implementation and subsequent ma<strong>in</strong>tenance at the village level.<br />

Two ma<strong>in</strong> reasons were identified for the poor response by the panchayat. These were;<br />

. Apathetic leaders: These <strong>in</strong>cluded sarpanches of the revenue village liv<strong>in</strong>g <strong>in</strong> one of the<br />

constituent habitations and pay<strong>in</strong>g relatively less attention to compla<strong>in</strong>ts from the other<br />

habitations.<br />

. Fund constra<strong>in</strong>ts: Even when sarpanches were <strong>in</strong>terested <strong>in</strong> tak<strong>in</strong>g action, funds were<br />

often a major constra<strong>in</strong>t.<br />
