It is fundamentally important that policies and<br />
a legislative environment are created that provide<br />
<strong>in</strong>centives for more productive use of water by<br />
<strong>in</strong>dividual users and dis<strong>in</strong>centives for practices<br />
that are wasteful or lead to environmental<br />
degradation. Recent and current state-level<br />
policies (e.g. grants for well construction,<br />
subsidised electricity for pump<strong>in</strong>g irrigation<br />
water, support prices for paddy) have the<br />
un<strong>in</strong>tended consequence of encourag<strong>in</strong>g<br />
<strong>in</strong>efficient and <strong>in</strong>equitable use of water.<br />
Watershed development propaganda, <strong>in</strong> the form<br />
of wall pa<strong>in</strong>t<strong>in</strong>gs, street plays and exhortations<br />
from NGO staff and many newspaper articles<br />
have also created the m<strong>in</strong>dset that water<br />
harvest<strong>in</strong>g as part of watershed development can<br />
result <strong>in</strong> almost limitless augmentation of water<br />
resources <strong>in</strong> semi-arid areas. Chang<strong>in</strong>g this<br />
m<strong>in</strong>dset will be not be an easy task.<br />
