9activities<br />
Discussions before, dur<strong>in</strong>g and after the f<strong>in</strong>al workshop<br />
of the APRLP Water Audit <strong>in</strong> September 2002 led to the<br />
identification of a number of follow-up activities.<br />
These <strong>in</strong>cluded (not <strong>in</strong> order of importance):<br />
. “Demonstration” watersheds and villages. In the light<br />
of the f<strong>in</strong>d<strong>in</strong>gs and recommendations of the Water<br />
Audit, it is suggested that clusters of micro-watersheds<br />
or villages <strong>in</strong> Dhone and Kalyandurg be developed<br />
<strong>in</strong>to “model” watersheds that can be used primarily for<br />
demonstration and tra<strong>in</strong><strong>in</strong>g purposes. By July 2003,<br />
Water Audit recommendations were be<strong>in</strong>g piloted and<br />
ref<strong>in</strong>ed <strong>in</strong> four “pilot” villages <strong>in</strong> Kalyandurg as part of<br />
the WHiRL Project.<br />
. Critical review of AP’s water harvest<strong>in</strong>g policies and<br />
practices. A key conclusion of the Water Audit is that<br />
<strong>in</strong>tensive water harvest<strong>in</strong>g along dra<strong>in</strong>age l<strong>in</strong>es is<br />
caus<strong>in</strong>g water shortages <strong>in</strong> many downstream areas<br />
particularly dur<strong>in</strong>g years with low ra<strong>in</strong>fall and runoff.<br />
Hence, it is suggested that concerned government<br />
officers undertake a critical review of current policies<br />
and programmes.<br />
. Water audit<strong>in</strong>g manual and <strong>in</strong>teractive CD. As<br />
shortcom<strong>in</strong>gs have been identified <strong>in</strong> important waterrelated<br />
statistics, it is strongly recommended that<br />
further water audit<strong>in</strong>g takes place. It is suggested that a<br />
water audit<strong>in</strong>g manual and an <strong>in</strong>teractive CD would be<br />
of value <strong>in</strong> any scal<strong>in</strong>g up of the work already taken.<br />
. Awareness rais<strong>in</strong>g. Current watershed development<br />
publicity is often highly mislead<strong>in</strong>g <strong>in</strong> that it suggests<br />
that there are quick fixes to water-related problems <strong>in</strong><br />
semi-arid areas (e.g. check dam construction, contour<br />
bund<strong>in</strong>g and tree plant<strong>in</strong>g). It is suggested that more<br />
realistic awareness rais<strong>in</strong>g material be developed.<br />
. IWRM capacity build<strong>in</strong>g. Capacity build<strong>in</strong>g is required<br />
98at all levels if Andhra Pradesh is to move rapidly<br />
towards adopt<strong>in</strong>g the pr<strong>in</strong>ciples and practices of<br />
<strong>in</strong>tegrated water resource management and waterrelated<br />
project-cycle management. It is suggested<br />
therefore that an appropriate capacity build<strong>in</strong>g<br />
programme be developed us<strong>in</strong>g materials prouced by<br />
the GWP, the EU (e.g. EC, 1998) and others as a<br />
start<strong>in</strong>g po<strong>in</strong>t.<br />
