Note that claiming benefit is not the same as &awing it so<br />

being received eg a claim in the previous week may have later<br />

been disallowed or the outconw of the claim is still unkn~n.<br />

Unemployment benefit is normally paid fortnightly, so code 1<br />

aPPlies at Q.23 if the persOn’a claim co~e~e~ last week, even<br />

though it may not have been made last week.<br />

Some unemployed people are not eligible for unemployment<br />

benefit (eg they may not have paid enough NI cent ributions or<br />

they may already have received unemployment benefit for 12<br />

months, or have earnings from part-time work etc) . If they<br />

are looking for work <strong>and</strong> are available for work they can,<br />

hcwever, claim supplementary allowance/benefit from the DHSS.<br />

Also, those not eligible for these benefits can still claim<br />

credits for their NI contributions.<br />

People can get supplementary allowance <strong>and</strong>/or NI credits for<br />

many reasons, of which being unemployed is only one. It is<br />

important to include in code 1 at Q.23 only those claiming<br />

th~ough an Unemployment Benefit OfflCe.<br />

(NB They will be required to attend the UBO fortnightly, or<br />

per~aps quarteriy ).<br />

If a person receives unemployment benefit <strong>and</strong> supplementary<br />

allowance, code 1 at Q.23 should be ringed.<br />

In cases where a person is uncertain it is unemplo~ent<br />

benefit or supplementary allowance that they receive, the<br />

interviewer should have found out at which office they made<br />

their claim <strong>and</strong> noted if it was a UBO then code 1 should be<br />

ringed at Q.23 rather than at part (al.<br />

Note re men aged 60-64<br />

From April 1983, the regulations about signing on at UBO’ s<br />

have changed for unen’ployed m!n aged 60-64. h unemployed man<br />

aged 60-64 will have to sign on at a UBO to receive<br />

unemployment benefit. If, however, he is not eligible for<br />

unemployment benefit, but is claiming supplementary benefit<br />

<strong>and</strong>/or NI credits (as an unemployed person) , he will not have<br />

to sign on at a UBO <strong>and</strong> so should be coded ‘none of th~ at<br />

Q23(a).<br />

Note re registration<br />

Since October 1982, those aged 18 <strong>and</strong> over claiming benefits<br />

or credits via an UBO are no longer also required to register<br />

for work a: a Jobcentre. Those aged :6-17, however, a~e still<br />

required to register at a Careers Office.<br />
