This is run by the National AssoC1atlOn of Youth Clubs<br />
(NAYC ). It provides jobs for psrsonal ly <strong>and</strong> socially<br />
disadvantaged young people who undertake work projects of<br />
hnefit to the community. From April 1983, Cammunity<br />
Industry has recruited only 16-19 year olds for whom YTS<br />
places are inappropriate.<br />

The Community Enterprise Programme (CEP) has uerged with<br />
the Community Program.me (CP ) which was launched on<br />
5 October 1982. The Community Programme provides<br />
tsmporary qloyment for long-term unemployed adults on<br />
projects of benefit to the cmnmunity. Recruitment to job<br />
OPPOrtunities iS restrimed to people aged 18 to 24 who<br />
have been unemployed for over 6 months in the last 9<br />
months , <strong>and</strong> those aged 25 <strong>and</strong> over who have been<br />
unemployed for over 12 months in the last 15 months.<br />
Training %’Portunities Programme (TOPS) (Not classified<br />
as working at Q1 ).<br />
The Training Opportunities Programme Scheme (TOPS) is mn<br />
bj the Manpower <strong>Service</strong>s Commission (MSC). It provides<br />
training for people who want to improve their job<br />
prospects by learning new or additional skills. TCPS<br />
courses are open to men or women who are at least 19<br />
years of age <strong>and</strong> havs been away from full-tinw education<br />
for mre than two years . Training courses include craft<br />
training in Skillcentres, clerical <strong>and</strong> ccmmkercial courses<br />
in colleges, short industrial courses, catering <strong>and</strong> HGV<br />
courses. Normal college courses can be sponsored under<br />
TOPS <strong>and</strong> unemployed craftsmsn can obtain ‘Skillplus’<br />
training. The cost of training is covered by the MSC <strong>and</strong><br />
the trainee usually receives &38 per week training<br />
allowance <strong>and</strong> possibly an extra +24.70 for a spouse.<br />
Voluntary Projects Pro gra~e (VPP) (Not classified as<br />
working at Q1 ).<br />
The Voluntary Projects Programms, which started in ?.ugust<br />
1982, is run by the Manpower <strong>Service</strong>s Commission (MSC).<br />
It aims to provide unemployed people with constructive<br />
activities which might devel~ their skills, provide<br />
rehabilitation or work preparation.<br />
