174 東 吳 政 治 學 報The Economy and Foreign Affairs of Small States:Analysis about the Development of Taiwan'sPetrochemical IndustryWei-Hsien TsaiThis paper attempts to analyze the adjustment and interaction ofthe economy and the foreign affairs about small attars, by searchingfor the process about the development of Taiwan's petrochemicalindustry.The major findings of this paper are first, the Small States aremuch influenced by Big States and international firms, and in thiscontext their foreign policies and economy policies reflectgreat-power manipulation. Small States can convince the constraintsby appealing to the special arrangement of political economyinstitution, the bureaucratic capacity, the tactics of developing, andexploit competing great-power interests.Second, Taiwan can develop economy fully in the age of diplomaticrelations with America, achieve the so call〝Taiwan Miracle〞,and thebureaucratic play very important roles in the critical period. ButAmerica develop dénte-policy in the last 1960, this fact led Taiwanto lose the space of diplomacy step by step, and has to expend the spaceof diplomacy by mean of exploiting the sources of economy.Keywords: small states, the economy of small states, the foreign
