Provid<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g courses <strong>for</strong> equipp<strong>in</strong>g <strong>in</strong>dividuals to conduct risk analysis <strong>and</strong>ecological epidemiology <strong>and</strong> translate <strong>the</strong>se analyses <strong>for</strong> decision mak<strong>in</strong>g.As <strong>Pacific</strong> <strong>Coral</strong> Reef Management evolves, it is critical to acknowledge, embrace <strong>and</strong><strong>in</strong>corporate <strong>the</strong> traditional system of resource management <strong>in</strong>to each of <strong>the</strong> steps <strong>in</strong> <strong>the</strong>process. A wealth of knowledge <strong>and</strong> success is espoused <strong>in</strong> <strong>the</strong>se traditional methods thatneed to be <strong>in</strong>corporated <strong>in</strong>to any contemporary coral reef management regime. <strong>Pacific</strong>Isl<strong>and</strong>ers are <strong>in</strong> tune with <strong>the</strong>ir local environment <strong>and</strong> are keenly aware of <strong>in</strong>dicators of ahealthy ecosystem as well as those that strike an alarm of impairment. Because of thisknowledge <strong>and</strong> <strong>in</strong>herent value <strong>and</strong> respect this culture br<strong>in</strong>gs to coral reef management, itis important that it play a prom<strong>in</strong>ent role <strong>in</strong> develop<strong>in</strong>g a surveillance system to workwith contemporary scholastic knowledge to underst<strong>and</strong> <strong>and</strong> identify causes of ecosystemimpairment <strong>and</strong> solutions. The <strong>Pacific</strong> Isl<strong>and</strong>er culture also provides a vital quality: oncea problem is recognized <strong>the</strong>y take local ownership <strong>and</strong> action to atta<strong>in</strong> <strong>the</strong> solution,quickly be<strong>for</strong>e fur<strong>the</strong>r harm is done to <strong>the</strong>ir resource. Given <strong>the</strong> vast area of <strong>Pacific</strong> coralreefs, <strong>and</strong> <strong>the</strong> limited capacity per area, tra<strong>in</strong><strong>in</strong>g <strong>and</strong> capacity build<strong>in</strong>g ef<strong>for</strong>ts shouldempower local resources <strong>and</strong> take advantage of traditional knowledge.53
