State <strong>and</strong> el<strong>it</strong>e sectors of Nicaraguan society changed their att<strong>it</strong>udes towards the<br />

countryside during the liberal period of the mid 1800s. Indigenous l<strong>and</strong>s that were once<br />

deemed too remote <strong>and</strong> untamed to be worthy of national economic efforts were<br />

subsequently subjected to them. <strong>Th<strong>is</strong></strong> shift in economic <strong>and</strong> productive activ<strong>it</strong>y redefined<br />

the state’s relationship w<strong>it</strong>h the Indian commun<strong>it</strong>ies, which had redefined themselves<br />

previously along the ax<strong>is</strong> of res<strong>is</strong>tance to expansion of the state. “During th<strong>is</strong> time, the<br />

state establ<strong>is</strong>hed the legal mechan<strong>is</strong>ms necessary, using force <strong>and</strong> instruments of coercion<br />

to stop the growth of indigenous l<strong>and</strong>s, lim<strong>it</strong> their development, d<strong>is</strong>member them,<br />

privatize parts <strong>and</strong> liberate the rest to the open market” (Téllez 1999:160).<br />

During the last decades of the twentieth century <strong>and</strong> into the twenty-first, the neo-<br />

liberal development d<strong>is</strong>course has shifted to include small-scale, rural agricultural<strong>is</strong>ts that<br />

were once relegated to the margins of the regional economy. New, socially <strong>and</strong><br />

ecologically sustainable models for agricultural production have arrived from<br />

international, urban, <strong>and</strong> educational centers. Often, however, the proponents of these<br />

development alternatives seek to alleviate immediate concerns w<strong>it</strong>hout much<br />

consideration for h<strong>is</strong>torical or ethnic contexts of local commun<strong>it</strong>ies, which are of<br />

paramount importance to the successful execution of alternative forms of development<br />

(Hale 1994; Gould 1997; Field 1999).<br />

The next chapter continues the foregrounding of how pol<strong>it</strong>ical <strong>and</strong> mil<strong>it</strong>ary<br />

activ<strong>it</strong>ies in 20 th century Las Segovias helped to create a regional ident<strong>it</strong>y <strong>and</strong> informs the<br />

manner in which economic development takes root in th<strong>is</strong> region. S<strong>and</strong>ino’s rebellion<br />

against the U.S. Marines, the U.S. supported Somoza dictatorship, <strong>and</strong> the eventual<br />
