Agrarian Reform <strong>and</strong> Civil War in Las Segovias<br />

Soon after the 1979 victory over the Somoza dictatorship, the S<strong>and</strong>in<strong>is</strong>ta revolutionary<br />

government implemented two important policies that restructured the social <strong>and</strong> pol<strong>it</strong>ical<br />

l<strong>and</strong>scape of Nicaragua. By sending l<strong>it</strong>eracy brigades beyond the typical frontiers of the<br />

classroom <strong>and</strong> setting up popular learning centers in rural regions, the national L<strong>it</strong>eracy<br />

Crusade reduced the national ill<strong>it</strong>eracy rate by 70 percent <strong>and</strong> received recogn<strong>it</strong>ion from<br />

UNESCO (Miller 1985). The d<strong>is</strong>enfranch<strong>is</strong>ed regions of Nicaragua were learning the<br />

language of empowerment, self-determination, <strong>and</strong> counter-explo<strong>it</strong>ation. The S<strong>and</strong>in<strong>is</strong>tas<br />

infused the l<strong>it</strong>eracy classroom w<strong>it</strong>h ideological themes of the revolution. Campesinos<br />

would learn from Marx that people make their own h<strong>is</strong>tory, but not under cond<strong>it</strong>ions of<br />

their own choosing (Collins et al. 1982).<br />

The agrarian reform, on the other h<strong>and</strong>, had mixed results. It entailed conf<strong>is</strong>cation<br />

<strong>and</strong> reallocation of agricultural l<strong>and</strong>s. The S<strong>and</strong>in<strong>is</strong>tas imposed these reforms as a<br />

response to the decades of agricultural domination by the Somoza oligarchy. After the<br />

revolutionary victory, the FSLN directorate quickly formed a min<strong>is</strong>try that was<br />

responsible for the agrarian reform, MIDINRA – Min<strong>is</strong>terio de Desarrollo Inst<strong>it</strong>uto<br />

Nacional de la Reforma Agraria. The S<strong>and</strong>in<strong>is</strong>ta policy of agrarian reform <strong>and</strong><br />

agricultural development sought to change Nicaragua’s role in the international market<br />

<strong>and</strong> reduce the nation’s dependency on foreign imports of manufactured products. Jaime<br />

Wheelock, h<strong>is</strong>torian <strong>and</strong> revolutionary, was an influential <strong>and</strong> inspirational member of<br />

the S<strong>and</strong>in<strong>is</strong>ta struggle against the Somoza dictatorship <strong>and</strong> the director of MIDINRA.<br />
