<strong>Mitigation</strong> <strong>and</strong> <strong>Remedy</strong> <strong>of</strong> <strong>Groundwater</strong> <strong>Arsenic</strong> <strong>Menace</strong> <strong>in</strong> <strong>India</strong> : A Vision Document(iv)Mass awareness <strong>and</strong> campaign programme for the society through local Panchayati rajnetwork.8.1.4 Revision <strong>of</strong> the National St<strong>and</strong>ard for <strong>Arsenic</strong> <strong>in</strong> dr<strong>in</strong>k<strong>in</strong>g waterIn address<strong>in</strong>g the key-concerns <strong>and</strong> <strong>in</strong> develop<strong>in</strong>g a National Plan <strong>of</strong> Action forprovid<strong>in</strong>g <strong>Arsenic</strong> safe water to the community, the 1st key-step is to establish a NationalSt<strong>and</strong>ard for <strong>Arsenic</strong> <strong>in</strong> Dr<strong>in</strong>k<strong>in</strong>g Water. It is strongly felt that the National St<strong>and</strong>ard for <strong>Arsenic</strong><strong>in</strong> dr<strong>in</strong>k<strong>in</strong>g water is to be set l<strong>in</strong>k<strong>in</strong>g the issues related to the social, cultural & health benefits <strong>in</strong>l<strong>in</strong>e as set by the WHO. Many health scientists strongly feel that st<strong>and</strong>ard should be strictlybased on health risk <strong>and</strong> no compromise should be made on economic consideration. It is,therefore, recommended that the st<strong>and</strong>ard for <strong>Arsenic</strong> <strong>in</strong> treated water should be 10 ppb; but thethreshold value for rejection <strong>of</strong> a water source could cont<strong>in</strong>ue to be 50 ppb for sometime tocome. BIS <strong>and</strong> the Dept. <strong>of</strong> Consumer Affairs should take an unequivocal st<strong>and</strong> <strong>in</strong> this matter8.2 Approaches for Achiev<strong>in</strong>g MilestonesGovernment <strong>of</strong> <strong>India</strong> has launched a number <strong>of</strong> countrywide development schemes asSocietal Missions emphasiz<strong>in</strong>g to provide basic amenities to the society for its multi-faceteddevelopment. These schemes are:(i) Bharat Nirman, 2005-2009.(ii) Accelerated Rural Water Supply Programme (ARWSP) & Pradhan Mantry GramodayaYojana (PMGY) - Rural Dr<strong>in</strong>k<strong>in</strong>g Water.(iii) National Rural Employment Guarantee Act-2005 (NREGA).All these schemes have component <strong>and</strong> relevance deal<strong>in</strong>g with provid<strong>in</strong>g safe dr<strong>in</strong>k<strong>in</strong>gwater to every habitation. It is proposed to l<strong>in</strong>k <strong>and</strong> operationalize the activities emerg<strong>in</strong>g fromthis mission <strong>of</strong> provid<strong>in</strong>g arsenic free groundwater <strong>and</strong> decontam<strong>in</strong>at<strong>in</strong>g aquifers from hazards<strong>of</strong> arsenic to the above Govt. <strong>of</strong> <strong>India</strong> societal schemes.M<strong>in</strong>istry <strong>of</strong> Water Resources, Government <strong>of</strong> <strong>India</strong>, also provides f<strong>in</strong>ancial assistancefor R & D projects through its different 'National Committee'; the related committees are:(i)(ii)<strong>India</strong>n National Committee on Ground Water (INCGW) - Secretariat with the CentralGround Water Board,<strong>India</strong>n National Committee on Hydrology (INCOH) - Secretariat with the NationalInstitute <strong>of</strong> Hydrology, Roorkee.NIH & CGWB 147
