<strong>Mitigation</strong> <strong>and</strong> <strong>Remedy</strong> <strong>of</strong> <strong>Groundwater</strong> <strong>Arsenic</strong> <strong>Menace</strong> <strong>in</strong> <strong>India</strong> : A Vision Document(iv)(v)(vi)(vii)Government can be extended under the provision <strong>of</strong> Accelerated Rural Water SupplyProgramme (ARWSP).Implementation <strong>of</strong> the schemes related <strong>in</strong>stallation <strong>of</strong> arsenic removal devices can bethrough public-private partnership with responsibilities <strong>of</strong> O&M on the local community,i.e., the execut<strong>in</strong>g agencies while fram<strong>in</strong>g the schemes should make sure that the O &M are adequately outl<strong>in</strong>ed through <strong>in</strong>volvement <strong>of</strong> local community. This can be achievedby devis<strong>in</strong>g mechanism <strong>of</strong> charg<strong>in</strong>g very nom<strong>in</strong>al price on arsenic treated water. Thisapproach can help <strong>in</strong> two ways: one, some money will be generated, which <strong>in</strong> turn canbe used for rout<strong>in</strong>e m<strong>in</strong>or O & M, the other one, beneficiaries <strong>of</strong> the scheme will havethe feel<strong>in</strong>g <strong>of</strong> ownership <strong>and</strong> conscientiousness. This approach has been found successfully runn<strong>in</strong>g <strong>in</strong> West Bengal wherever deployed.R & D schemes on dem<strong>and</strong> driven areas can be entrusted to potential l<strong>in</strong>edorganizations/academic <strong>in</strong>stitutions under the Prime M<strong>in</strong>ister's Gramodaya Yojana(PMGY) <strong>of</strong> M<strong>in</strong>istry <strong>of</strong> Rural Department, <strong>and</strong> INCGW & INCOH <strong>of</strong> M<strong>in</strong>istry <strong>of</strong>Water Resources. Jo<strong>in</strong>t R & D programmes <strong>in</strong> collaboration with foreign experts/agencies (where foreign currency is <strong>in</strong>volved) can be operated under the Rural WaterSupply supportive programmes <strong>of</strong> M<strong>in</strong>istry <strong>of</strong> Rural Department, while the <strong>in</strong>-house R& D programmes can be supported from INCGW & INCOH <strong>of</strong> M<strong>in</strong>istry <strong>of</strong> WaterResources.Tra<strong>in</strong><strong>in</strong>g <strong>of</strong> personnel aboard to acquire specialized knowledgebase would be <strong>in</strong>accordance with the requirement <strong>of</strong> the jo<strong>in</strong>t R & D programmes with the foreigncollaborators. Tra<strong>in</strong><strong>in</strong>g <strong>of</strong> personnel <strong>of</strong> the implement<strong>in</strong>g agencies, NGOs, skilled /semiskilled mates, etc. can be extended conceiv<strong>in</strong>g programmes under the Pradhan MantryGramodaya Yojana (PMGY) <strong>and</strong> INCGW & INCOH <strong>of</strong> M<strong>in</strong>istry <strong>of</strong> Water Resources.Mass awareness <strong>and</strong> social empowerment programmes can be supported under theARWSP <strong>of</strong> M<strong>in</strong>istry <strong>of</strong> Rural Development <strong>and</strong> INCGW & INCOH <strong>of</strong> M<strong>in</strong>istry <strong>of</strong>Water Resources <strong>in</strong> the mission mode by the tra<strong>in</strong>ed personnel <strong>of</strong> the implement<strong>in</strong>gagencies, NGOs, etc.Activities related to operation, rout<strong>in</strong>e supervision <strong>and</strong> care <strong>of</strong> the arsenic removal schemescan be supported under the NREGA. One semi-skilled mate for each arsenic removalscheme cover<strong>in</strong>g nearly 250 persons, <strong>and</strong> two semi-skilled mates for each arsenicremoval scheme cover<strong>in</strong>g more than 250 persons can be <strong>in</strong>volved for the purpose <strong>of</strong>operation, rout<strong>in</strong>e supervision <strong>and</strong> care. Material requirement for this purpose can beextended as per the provision laid down <strong>in</strong> the NREGA. While ma<strong>in</strong>tenance such as,change <strong>of</strong> filters, pa<strong>in</strong>t<strong>in</strong>g <strong>of</strong> the device, etc. can be done from the marg<strong>in</strong>al tariff to becharged from the beneficiaries on the treated potable water. Any technical faults orunwarranted failure <strong>of</strong> the scheme can be supported from the scope <strong>of</strong> NREGA.Disposal <strong>of</strong> the used arsenic removal filters <strong>and</strong> the toxic sludge to a designated locationcould be one <strong>of</strong> the responsibilities <strong>of</strong> each mate besides other rout<strong>in</strong>e tasks.NIH & CGWB 151
