Roadmap for Achiev<strong>in</strong>g Envisaged Targets8.3 Operational Framework'Bharat Nirman' provides scope for action plan <strong>in</strong> rural <strong>in</strong>frastructural; 'AcceleratedRural Water Supply Programme (ARWSP) & Pradhan Mantry Gramodaya Yojana (PMGY) -Rural Dr<strong>in</strong>k<strong>in</strong>g Water' provides scope for action plans <strong>in</strong>stitutionaliz<strong>in</strong>g community participation<strong>in</strong> the capital cost shar<strong>in</strong>g, O & M <strong>and</strong> WQM& S for pilot schemes <strong>and</strong> tak<strong>in</strong>g up R & DProjects/schemes <strong>in</strong>clud<strong>in</strong>g human resource development <strong>and</strong> capacity build<strong>in</strong>g; INCGW <strong>and</strong>INCOH under the M<strong>in</strong>istry <strong>of</strong> Water Resources also provide f<strong>in</strong>ancial assistance for R & DProgrammes <strong>and</strong> Projects, <strong>and</strong> the National Rural Employment Guarantee Act-2005 (NREGA)gives scope to <strong>in</strong>volve local semi-skilled/skilled persons for facilitat<strong>in</strong>g the activities <strong>in</strong> operation<strong>and</strong> ma<strong>in</strong>tenance <strong>of</strong> the system.The provision <strong>of</strong> creat<strong>in</strong>g a network <strong>of</strong> water quality test<strong>in</strong>g laboratories <strong>in</strong> each arsenicaffected State hav<strong>in</strong>g provision <strong>of</strong> one level-II category laboratory <strong>in</strong> each district is kept out <strong>of</strong>scope <strong>of</strong> the operational framework <strong>of</strong> activities. There is a need to evolve a policy decision <strong>and</strong>a National guidel<strong>in</strong>e for such activity to roll over.The plan <strong>of</strong> activities can be pursued l<strong>in</strong>k<strong>in</strong>g with the above mentioned GOI schemes asfollows:(i)(ii)(iii)With<strong>in</strong> the given scope <strong>of</strong> the 'Bharat Nirman' scheme, which has the provision <strong>of</strong>provid<strong>in</strong>g one h<strong>and</strong> pump or st<strong>and</strong> post for every 250 persons to ensure 40 liters percapita per day (lpcd) <strong>of</strong> safe dr<strong>in</strong>k<strong>in</strong>g water for human be<strong>in</strong>gs, provision <strong>of</strong> new h<strong>and</strong>pumps <strong>in</strong> all arsenic fr<strong>in</strong>ge areas <strong>of</strong> affected States to tap arsenic free shallow aquifers<strong>and</strong> to ensure supply <strong>of</strong> potable groundwater with 50:50 f<strong>in</strong>ancial share by the Central<strong>and</strong> the respective State Government can be extended.The Accelerated Rural Water Supply Programme (ARWSP) under the M<strong>in</strong>istry <strong>of</strong> Rural Development, which provides scope for action plans <strong>in</strong>stitutionaliz<strong>in</strong>g communityparticipation <strong>in</strong> the capital cost shar<strong>in</strong>g; <strong>in</strong>itiatives for <strong>in</strong>stallation <strong>of</strong> new schemes forsafe dr<strong>in</strong>k<strong>in</strong>g water supply <strong>in</strong> water quality affected habitations with capital cost shar<strong>in</strong>gby the Central <strong>and</strong> the respective State Government, can be extended to <strong>in</strong>stall newarsenic removal plants <strong>and</strong> to create new tube wells to tap risk free deeper aquifers <strong>in</strong>the arsenic vulnerable areas for ensur<strong>in</strong>g safe dr<strong>in</strong>k<strong>in</strong>g water supply to the people <strong>in</strong> thearsenic affected areas <strong>in</strong> all seven States. The St<strong>and</strong> posts along the roadside t<strong>of</strong>acilitate supply <strong>of</strong> water can be extended from the provision <strong>of</strong> 'Bharat Nirman' scheme.The mechanism <strong>of</strong> capital cost shar<strong>in</strong>g by the community participation can be similar asis be<strong>in</strong>g followed <strong>in</strong> ARWSP.For reviv<strong>in</strong>g <strong>and</strong> strengthen<strong>in</strong>g the exist<strong>in</strong>g non-functional <strong>and</strong> defunct arsenic removalunits/plants/schemes by the components or as a complete new setup <strong>of</strong> exist<strong>in</strong>gsuccessful arsenic removal devices (applicable for West Bengal only), one-timef<strong>in</strong>ancial aid on 50:50 capital cost shar<strong>in</strong>g between the Central <strong>and</strong> the State150NIH & CGWB
