Roadmap for Achiev<strong>in</strong>g Envisaged Targets8.2.1 Bharat Nirman (2005-2009)'Bharat Nirman' is a time-bound plan for action <strong>in</strong> rural <strong>in</strong>frastructure by the Govt. <strong>of</strong><strong>India</strong> <strong>in</strong> partnerships with State Governments <strong>and</strong> Panchayat Raj Institutions <strong>in</strong> the areas <strong>of</strong>irrigation, road, rural hous<strong>in</strong>g, rural water supply, rural electrification <strong>and</strong> rural telecommunicationconnectivity.The task envisaged under the 'Dr<strong>in</strong>k<strong>in</strong>g Water' component <strong>of</strong> the 'Bharat Nirman' is toprovide every habitation safe source <strong>of</strong> dr<strong>in</strong>k<strong>in</strong>g water. In addition, all habitants, which haveslipped back from full coverage to partial coverage due to failure <strong>of</strong> source <strong>and</strong> habitations,which have water quality problems, is to be addressed.The M<strong>in</strong>istry <strong>of</strong> Rural Development, Department <strong>of</strong> Dr<strong>in</strong>k<strong>in</strong>g Water Supply, isresponsible for meet<strong>in</strong>g this goal <strong>in</strong> partnership with State Governments. The programme<strong>in</strong>strument <strong>of</strong> the Government <strong>of</strong> <strong>India</strong> is a Centrally Sponsored Scheme <strong>of</strong> Accelerated RuralWater Supply Programme under implementation s<strong>in</strong>ce 1972-73, which is funded on a 50% match<strong>in</strong>gshare basis between the Government <strong>of</strong> <strong>India</strong> <strong>and</strong> the State Governments. The norms set <strong>in</strong> thescheme are:- 40 liters per capita per day(lpcd) <strong>of</strong> safe dr<strong>in</strong>k<strong>in</strong>g water for human be<strong>in</strong>gs,- 30 lpcd additional for cattle <strong>in</strong> the Desert Development Programme Areas,- One h<strong>and</strong> pump or st<strong>and</strong> post for every 250 persons,- The water source should exist with<strong>in</strong> 1.6km <strong>in</strong> the pla<strong>in</strong>s <strong>and</strong> with<strong>in</strong> 100 meters elevation<strong>in</strong> the hilly areas.Water quality problems due to excess arsenic have got a special mention <strong>in</strong> the 'Bharat Nirman'document.8.2.2 Accelerated Rural Water Supply Programme (ARWSP) & Pradhan MantryGramodaya Yojana (PMGY) - Rural Dr<strong>in</strong>k<strong>in</strong>g Water.The Rural Water Supply Programme <strong>of</strong> Government <strong>of</strong> <strong>India</strong>, M<strong>in</strong>istry <strong>of</strong> Rural Development,Department <strong>of</strong> Dr<strong>in</strong>k<strong>in</strong>g Water Supply, provides scope for action plans <strong>in</strong>stitutionaliz<strong>in</strong>gcommunity participation <strong>in</strong> the capital cost shar<strong>in</strong>g, O & M <strong>and</strong> WQM& S for pilot schemes <strong>in</strong>the water quality affected habitations. Provid<strong>in</strong>g safe dr<strong>in</strong>k<strong>in</strong>g water <strong>in</strong> the <strong>Arsenic</strong> affectedareas is one <strong>of</strong> the priorities <strong>of</strong> the mission. The Rural Water Supply supportive activities arealso aimed at: (i) to ensure susta<strong>in</strong>ability <strong>in</strong> scientific methodologies, (ii) to human resourcedevelopment for susta<strong>in</strong>able management <strong>of</strong> rural water supply schemes by community participation<strong>and</strong> empowerment together with adequately tra<strong>in</strong>ed pr<strong>of</strong>essional <strong>and</strong> sensitized planners,adm<strong>in</strong>istrators <strong>and</strong> decision makers, <strong>and</strong> (ii) to research <strong>and</strong> develop for provid<strong>in</strong>g scientific <strong>and</strong>148NIH & CGWB
