6. Project flexibility categorisationsAs an example of modularisation on macro level, major infrastructure investments canbe treated as one entity, or be divided into smaller, more or less independent projects. To analyse the effect of dividing a major project into a set of smaller ones, fourrailway investments have been analysed in Paper 5.Figure 11 visualises that the four projects all had different characteristics regardinghow they were planned, and how they actually were carried out. In Figure 11 ‘Plannedapproach’ relates to how the project was intended to be decided upon and executed inthe front-end phase; ‘Actual approach’ describes how the projects were finallydecided upon and executed.Planned approachSection bysectionIntegratedActual approachSection bysectionIntegratedBergenline(Finse-Gråskallen)ØstfoldLine(Ski-Sandbukta)VestfoldLineGardermoenlineFigure 11.
