However, at this stage, no allowancehas been made within the draft Business Plan for these investments and the potentialinvestment requirements from such changes are therefore not included in the CapitalInvestment Plan forecasts. In addition, although the Company believes that the capital investment provisions formaintaining statutory Conductor Clearances are adequate, there is a risk that thetimescales for remediation may be compressed, as a result of the NERC Alertconcerning facility ratings, issued on October 7, 2010 and updated on November 30,2010. 3Advanced Grid ApplicationsThe Company will look for opportunities to modernize the transmission, sub-transmissionand distribution systems through advanced grid applications. Advanced gridapplications include the use of advanced devices and systems to increase systeminformation flow and enable more sophisticated control systems. For example, theinstallation of advanced equipment can be used to implement distribution automation, capacitor controls and system monitoring. These applications may provide a moreeconomical system solutions including: maintaining reliability, reducing peak load, maintaining system voltage and more efficient use of existing capacity. Advanced gridapplications may also support the integration of new technologies such as distributedgeneration, plug-in electric vehicles and advanced customer metering. A discussion ofthe Advanced Grid Application program can be found in Chapter IV, in the SystemCapacity and Performance section. The implementation of advanced grid applications on the distribution system will bedependent on the ability to develop Company guidelines and on external drivers. Asoutlined below in Chapter IV, the Company is currently developing grid modernizationguidelines to effectively deploy advanced equipment and evaluate it impact. Externaldrivers include regulatory/government incentives related to advanced technologies suchas plug-in electric vehicles; the evolution of standards related to advanced applications;and the evolution of the equipment itself, especially related communications systems. As advanced grid applications are implemented, the Company will gain a greaterunderstanding of its ability to economically solve system problems and meet customerexpectations.2 Revision to Electric Reliability Organization Definition of Bulk Electric System, Final Rule, 18CFR Part 40, 133 FERC 61,150 (Nov, 18, 2010).3 NERC Alert: Recommendation to Industry—Consideration of Actual Field Conditions inDetermination of Facility Ratings (Oct. 7, 2010).VI-99156
