Executive SummaryNiagara Mohawk Power Corporation d/b/a National Grid (“Niagara Mohawk” or the“Company”) submits its Five Year Capital Investment Plan (the “Plan”) in compliancewith the New York Public Service Commission (“PSC” or the “Commission”) Orderissued on January 24, 2011 in Case 10-E-0050. 1 The Plan submitted here relates tofiscal years 2013 to 2017 (FY13 to FY17). 2 The Company has submitted previous multiyearCapital Investment Plans to the Commission on October 22, 2007, and in January2009, 2010 and 2011. The RateCase Order adopted the terms of a Stipulation and Agreement on Certain Matters Relating toCapital Investment and Operating & Maintenance Spending (dated September 15, 2010), inwhich the Company agreed to continue to submit periodic reports as provided in Case 06-M-0878, Joint Petition of National Grid PLC and KeySpan Corporation for Approval of StockAcquisition and Other Regulatory Authorizations, and specifically, the August 15, 2008 OrderConcerning Transmission and Distribution Capital Investment Plan in that case (“August 15Order”). The August 15 Order directs the Company to annually file an updated five-yearinvestment plan.2 The period FY13 to FY17 covers April 1, 2012 - March 31, 2017.I-14

However, theCompany can only deliver on its vision with support from the Commission.The total, five-year investment presented here is similar to the total five-year investmentplan presented in the January 2011 Capital Investment Plan and continues to balancethe need to constrain infrastructure cost while simultaneously mitigating some of thesignificant risks on the system. While this Plan represents the Company’s presentpriorities, the Company continuously reviews the Plan relative to current risks andinformation, and will revise the plan as required to provide safe and adequate service atreasonable cost to customers.I-25
