Inspection of the HSE Child Protection and Welfare Service in Carlow/Kilkenny Local Health Area in theHSE South RegionHealth Information and Quality Authorityimplementation of the Business Processes.The new duty and assessment system will proactively identify thosechildren and families who could benefit from prevention, welfareand support services and will refer on as appropriate.Area Manager, PSW,Team Leader, SocialWorkers by end May2013Social Workers and Team Leaders will be made aware of theimportance of ensuring access to preventive services in a timelymanner to children and their families and will seek to ensure thatchild welfare matters do not escalate to become child protectionconcerns wherever possible. Information and advice will berecorded and considered as part of supervision.The LHA area is currently engaged with key funded agencies andthe Family Resource Centres in advancing the Local Area Pathwaysto create a collaborative network of community voluntary andstatutory providers so as to improve access for children and familiesto support services at all levels of need.Area Manager, PSW,CommunityDevelopment WorkerQ3 2013Action 15The LHA will undertake a robust review of services referred to earlyintervention and ensure they consistently demonstrate anunderstanding of the application and meet thresholds for referralsto those services. Monitoring will ensure that cases are closed thatconsistently demonstrate an understanding of the application of andmeet thresholds of referral when work is complete. Professionalsworking with families will be informed when cases are closed andprovided with information to re refer if necessary.Team Leaders andSocial Workers byend June 2013Action 16The LHA will review all services provided as part of child welfare andfamily support services to ensure services provided on their behalfto children and families are compliant with Children First. Action required:The LHA should ensure that the assessment process for all reports of child protectionconcerns are carried out in line with Children First (2011).18. Action required:The LHA should ensure that risk assessment tools are developed and implemented toensure that social workers make effective decisions, consistently to protect children andpromote their welfare.19.
