Inspection of the HSE Child Protection and Welfare Service in Carlow/Kilkenny Local Health Area in theHSE South RegionHealth Information and Quality AuthorityThe LHA will review Child Protection Plans and take a robustapproach to ensure children have an effective Child Protection Planthat complies with Children First. Provision of child protection caseconferences, timeliness and reviews will include a reflection of theroles and responsibilities of Social Workers and their Supervisors inmeeting the requirement of Children First. Child Protection Plans willdemonstrably reduce risk and improve lives, and contain informationon outcomes from planned reviews.Area Manager, PSW,Team Leaders.by end June 2013A consistent approach to obtaining and sharing information withparents, children and other agencies/professionals, consistent withChildren First will be established by the PSW in consultation with theIndependent Chair. Effectiveness of implementation will bereviewed.Action 21The LHA will review the CPNS, identify inconsistencies with ChildrenFirst and take robust actions to ensure compliance. This will includean assessment of accuracy and identification of outstanding risk,which will be assessed and addressed.PSW, CPCC Chair,and Team Leaders byend July 2013Compliance with upkeep of the CPNS in the context of Children Firstwill be reviewed at area management level, team meetings andcase discussions with improvements in CPNS being demonstrated inChild Protection Cases and through establishment of an up to date,accurate and timely CPNS System.Once a child is no longer subject to a Child Protection Plan parents/young people will be informed, similarly other relevant stakeholderssuch as the School, Gardai, GP, and Public Health Nurse in writing.Area Manager, CPCCChairAction 22An information leaflet on Child Protection Conferences whichincludes information about the purpose of child protectionconferences and Child Protection Notification System has beenrevised and will be reviewed following implementation.The LHA has reviewed its information leaflet.
