Canada: Environmental Citzenshiptheir cooperation is essential to the achievement of an environmentalcitizenship culture. The primer on ozone depletion is being used by HRAIin training courses for refrigeration technicians. The Canadian ElectricalAssociation has publicly endorsed the idea of environmental citizenship.TransAlta Utilities, in cooperation with the Pembina Institute forAppropriate Development, has devised a staff training programme and apublic outreach initiative on environmental citizenship which it hopes willbe models for other Canadian organizations.Incorporating responsible environmental decision-making into the codes ofconduct of organizations in, for example, medicine, law and engineering,and into the courses of the institutions which train their professionalmembers is a relatively unexplored field. As an example of what can bedone, the Association of Consulting Engineers of Canada has signed amemorandum of understanding to promote environmental citizenshipamong its members.Partnerships with government at all levelsAt the federal level, Natural Resources Canada is collaborating withEnvironment Canada on a primer on energy and the environment, and iscontributing with Health Canada to the Environmental CitizenshipMessages Programme. The Department of Canadian Heritage (ParksCanada) works closely with Environment Canada on spaces and speciesissues, including the production of a primer on this subject.In moves to enlist provincial education support, the Council of Ministers ofthe Environment has set up an educational working group and is developinga resource guide in cooperation with Environment Canada. The secretariatof the Council of Ministers of Education is supporting environmentalcitizenship as a goal for programmes in the formal education system.Environment Canada has several joint projects with the province of Alberta,and has entered into an agreement with an environmental education societyto map a comprehensive environmental citizenship education programmefor the province. The education task force of the Clean Air Strategy forAlberta will produce teachers’ guides to accompany the primers on globalwarming and ozone depletion.Municipalities continue to be active in providing environmental education,particularly on such issues as waste reduction, smog and waterconservation. The Federation of Canadian Municipalities has a partnershipwith Environment Canada to study the practice and promotion ofenvironmental citizenship, while several local bodies, including the regionalmunicipality of Ottawa-Carleton, have entered into partnerships todistribute water conservation messages.International support for the idea of environmental citizenship stimulatesCanada’s own initiative and makes possible the pooling of educationresources. A trilateral memorandum of understanding between Canada,Mexico and the United States has been concluded. This establishes a basisof cooperation in environmental education.101
Planning education to care for the earthThe United Nations Environment Programme (UNEP) has invitedEnvironment Canada to advise on ways of developing and marketing globalenvironmental citizenship. The World Meteorological Organization(WMO) has presented the environmental citizenship messages as a modelwhich may be followed by other meteorological services in developingpublic education programmes.Measuring resultsThe Environmental Citizenship Programme would, ideally, be evaluated byasking people what they know about the environment, what actions they aretaking at home, in the workplace, and so on. Such questions, however, elicitresponses which reflect a huge number of societal forces; it would not bepossible to distinguish Environment Canada’s contribution to the effort.A more realistic approach would be to assess how well the programme isdoing in relation to each of its five objectives and whether these objectivescontribute effectively to the programme goal.ConclusionEnvironment Canada’s education and community outreach activitieshave been organized around the theme of environmental citizenship.The Environmental Citizenship Initiative was announced in mid-1992. A year later, a core of educational products - primers, “ideasnapshots”, and messages - had been developed. Strategic allianceshad been established and a powerful coalition of national educationleaders had come together to support the initiative.A few fundamentals determine the long-term success of initiativeslike the Environmental Citizenship Programme. The first is to ensurethat programmes are built on existing strengths, including internalinfrastructures such as weather offices or national parks, and onexisting networks of partners. These strengths, taken together, allowfor the building of a shared agenda. Once the agenda is clarified, acore set of tools, like primers, will be required. Finally, with toolsand partners in hand, the reporting and sharing of results -particularly successes - is essential. Behavioural change takes time.It calls for an acknowledgement of your organizations’ role ineducation and then it calls for patience and long-term support.102
