Canada: Environmental Citzenship<strong>the</strong>ir cooperation is essential <strong>to</strong> <strong>the</strong> achievement of an environmentalcitizenship culture. The primer on ozone depletion is being used by HRAIin training courses <strong>for</strong> refrigeration technicians. The Canadian ElectricalAssociation has publicly endorsed <strong>the</strong> idea of environmental citizenship.TransAlta Utilities, in cooperation with <strong>the</strong> Pembina Institute <strong>for</strong>Appropriate Development, has devised a staff training programme and apublic outreach initiative on environmental citizenship which it hopes willbe models <strong>for</strong> o<strong>the</strong>r Canadian organizations.Incorporating responsible environmental decision-making in<strong>to</strong> <strong>the</strong> codes ofconduct of organizations in, <strong>for</strong> example, medicine, law and engineering,and in<strong>to</strong> <strong>the</strong> courses of <strong>the</strong> institutions which train <strong>the</strong>ir professionalmembers is a relatively unexplored field. As an example of what can bedone, <strong>the</strong> Association of Consulting Engineers of Canada has signed amemorandum of understanding <strong>to</strong> promote environmental citizenshipamong its members.Partnerships with government at all levelsAt <strong>the</strong> federal level, Natural Resources Canada is collaborating withEnvironment Canada on a primer on energy and <strong>the</strong> environment, and iscontributing with Health Canada <strong>to</strong> <strong>the</strong> Environmental CitizenshipMessages Programme. The Department of Canadian Heritage (ParksCanada) works closely with Environment Canada on spaces and speciesissues, including <strong>the</strong> production of a primer on this subject.In moves <strong>to</strong> enlist provincial <strong>education</strong> support, <strong>the</strong> Council of Ministers of<strong>the</strong> Environment has set up an <strong>education</strong>al working group and is developinga resource guide in cooperation with Environment Canada. The secretaria<strong>to</strong>f <strong>the</strong> Council of Ministers of Education is supporting environmentalcitizenship as a goal <strong>for</strong> programmes in <strong>the</strong> <strong>for</strong>mal <strong>education</strong> system.Environment Canada has several joint projects with <strong>the</strong> province of Alberta,and has entered in<strong>to</strong> an agreement with an environmental <strong>education</strong> society<strong>to</strong> map a comprehensive environmental citizenship <strong>education</strong> programme<strong>for</strong> <strong>the</strong> province. The <strong>education</strong> task <strong>for</strong>ce of <strong>the</strong> Clean Air Strategy <strong>for</strong>Alberta will produce teachers’ guides <strong>to</strong> accompany <strong>the</strong> primers on globalwarming and ozone depletion.Municipalities continue <strong>to</strong> be active in providing environmental <strong>education</strong>,particularly on such issues as waste reduction, smog and waterconservation. The Federation of Canadian Municipalities has a partnershipwith Environment Canada <strong>to</strong> study <strong>the</strong> practice and promotion ofenvironmental citizenship, while several local bodies, including <strong>the</strong> regionalmunicipality of Ottawa-Carle<strong>to</strong>n, have entered in<strong>to</strong> partnerships <strong>to</strong>distribute water conservation messages.International support <strong>for</strong> <strong>the</strong> idea of environmental citizenship stimulatesCanada’s own initiative and makes possible <strong>the</strong> pooling of <strong>education</strong>resources. A trilateral memorandum of understanding between Canada,Mexico and <strong>the</strong> United States has been concluded. This establishes a basisof cooperation in environmental <strong>education</strong>.101
