<strong>SECNAVINST</strong> <strong>1412.9B</strong>7 Feb 2006b. Promotion Opportunity. The following promotionopportunity guidelines are provided for regular CWO promotions:(1) CWO2. Warrant officers are promoted to CWO2 basedon time in grade (TIG) requirements as determined by SECNAV.Warrant officers may be promoted without board action to CWO2 atthe minimum amount of TIG, which is 18 months. An example ofcomputing eligibility for promotion under this authority isillustrated in the case of a W-1 whose date of rank is 2February 2004. Such officer will complete 18 months in grade on1 August 2005 and will be eligible for promotion the followingday, 2 August 2005.(2) CWO3. The promotion opportunity to CWO3 will be asclose to 90 percent as can be attained.(3) CWO4. The promotion opportunity to CWO4 will be asclose to 70 percent as can be attained.(4) CWO5. The promotion opportunity to CWO5 will be asclose to 50 percent as can be attained.c. Eligibility for Promotion Consideration(1) CWOs who are on the active duty list on the date theboard convenes and who have served at least 2 years TIG areeligible for consideration for promotion if there is a projectedbillet vacancy in that officer’s grade and competitive categoryMOS, except as provided in enclosure (4), paragraphs 3a, 3b, and3c.(2) If there is a projected billet vacancy and eligibleofficers, then the number of eligible officers that will beplaced in-zone (based upon their lineal precedence number(relative seniority in grade)) will be of sufficient numbers tomeet the desired minimum target promotion opportunities. Ifthere are more officers with the minimum TIG than can be movedin-zone to meet the desired opportunity, then those officers whoare not placed in-zone will compete for promotion from thebelow-zone. Officers may be selected for promotion from thebelow-zone, but will not receive a failure of selection if notselected.(3) A CWO who has been considered for promotion by aselection board, but not selected, shall be considered forpromotion by each subsequent selection board that considersofficers in his or her grade and competitive category until he10Enclosure (1)
