Below-zoneselections may not exceed 10 percent of the number recommendedfor promotion. If the number is less than one, the board mayrecommend one such officer.(5) 90-day exclusion provision.(6) Continuation guidance.5. Promotion Preceptsa. CMC (MMPR-1) will submit precepts for promotionselection boards, and such SECNAV letters of guidance andinstruction as SECNAV may deem necessary, to SECNAV, via NJAGfor legal review, at least 15 days prior to the convening datesof such boards. The precept shall be addressed to the presidentof the board, who also serves as a member of the board. Theprecept shall include the instructions of SECNAV governing theconduct of the board and shall appoint the president, members,and administrative support personnel of the board. The text ofenclosure (4) of reference (g) shall be included in the preceptand shall be read to each person participating in the conduct ofthe board on the convening date of the promotion board to whichthey are assigned or on the date of assignment to the board,whichever is later. The precept shall also contain thecertification provided for in subparagraph E4.1.7 of reference(g).b. The precept shall require the promotion selection boardto certify that the board has carefully considered the record ofeach officer whose record was furnished to the board and that,in the opinion of the majority of the members of the board, theofficers recommended for promotion are fully qualified forpromotion and are the best qualified to meet the needs of the<strong>Marine</strong> <strong>Corps</strong> from among those officers whose names werefurnished to the board.6. Promotion Board Membership Composition. The composition ofpromotion boards shall be determined under section 612 ofreference (a) for LDOs, and section 573 of reference (a) forchief warrant officers. The composition for Reserve chiefwarrant officer promotion boards shall be determined underreference (h). The composition shall include a board president,members, recorders, and administrative support personnel as3Enclosure (4)
