<strong>SECNAVINST</strong> <strong>1412.9B</strong>7 Feb 2006the CMC (RAP). The numbers furnished by CMC (RAP) are themaximum number that may be selected in each warrant officercompetitive category. The board is not required to select tothe number authorized for each warrant officer competitivecategory.g. Each eligible <strong>Marine</strong> may communicate in writing with thePresident of the selection board. Such communication must bereceived no later than the day before the convening date of theboard. The written communication may call attention to anymatter that the applicant considers important. Fitness reportsand material that should properly be a part of the OMPF,however, should be sent directly to CMC (MMSB).h. Precepts for convening boards to recommend eligibleapplicants for appointment as warrant officers shall be reviewedby the SJA to CMC and DC, M&RA at least 30 days prior to theconvening date of the board. The precept shall be forwarded toCMC for approval at least 10 days prior to the convening date ofthe board.i. Each selection board will submit one or more writtenreports signed by all members and the recorder(s). Each reportshall certify that, in the opinion of at least a majority of themembers, the applicants recommended therein are qualified forappointment as warrant officers and are the best qualified forappointment as warrant officers in the MOS for whichrecommended. Each report shall be submitted to SECNAV forapproval or disapproval in whole, or in part, via DC M&RA, CMC,and NJAG for legal review of the report.j. The proceedings of the selection board shall not bedisclosed to any person not a member or recorder of the boardexcept as authorized or required by SECNAV. The recommendationsof the board shall not be disclosed until approved by SECNAV.Upon SECNAV approval, a MARADMIN message will be publishedannouncing the list of <strong>Marine</strong>s approved to be appointed to thegrade of warrant officer.7. APPOINTMENTSa. After SECNAV approval, <strong>Marine</strong>s selected to the AR andOTAR warrant officer programs shall be permanently appointed tothe grade of warrant officer in February of the year that theywill attend the WOBC, or as determined by CMC.5Enclosure (2)
