SECNAVINST 1412.9B7 Feb 20063. Scope. This instruction applies to Marine Corps LimitedDuty Officer (LDO) and Warrant Officer (WO) programs in theRegular Marine Corps and to the WO program in the Marine CorpsReserve.4. Background. This instruction incorporates significantchanges to the restricted officer program which have occurreddue to the passage of the Warrant Officer Management Act in1991, implementation of recommendations from the 1993 RestrictedOfficer Program Study, the 1996 Warrant Officer Conference, andthe 1998 and 2000 Restricted Officer Program Review.5. Definitions. The Marine Corps total force is organized intoan Active and Reserve Component. There are two categories ofofficers that support the officer requirements in thesecomponents. The officers are identified according to the typesof duty that they may be assigned. These officers are either"restricted" to a particular type of duty, or are "unrestricted"in the duties to which they may be assigned.a. A "restricted officer" is an officer who possessesunusual talent or expertise and is limited, or "restricted" tofilling positions which are too specialized in scope to permitthe effective development and continued use of broadly trainedunrestricted officers. There are two types of restrictedofficers: warrant officers and limited duty officers.(1) A "warrant officer" is a technical officerspecialist who performs duties that require extensive knowledge,training, and experience with the employment of particularcapabilities which are beyond the duties and responsibilities ofsenior noncommissioned officers.(2) A "limited duty officer" is a technical officerspecialist who performs duties that require extensive knowledge,training, and experience with the employment of particularcapabilities which are beyond the duties and responsibilities ofa warrant officer and which cannot be met by an unrestrictedofficer.b. An "unrestricted officer" is an officer in the grade ofsecond lieutenant or above, who is not designated as a limitedduty officer. Unrestricted officers provide the flexibility foruse in a broad span of managerial and career broadeningassignments, which are necessary to meet Marine Corpsrequirements.2

Commanding officers shall ensure that this instructionis reviewed by all Marine restricted officers, unrestrictedofficers who evaluate restricted officers, and enlisted Marinesinterested in applying for the LDO and WO programs.7.
