The officer may only be frocked after the President has approved theselection list that contains the officer's name (per section 531 of reference(a)).11. Assignment of Lineal Precedence. An LDOs lineal precedencenumber is established in the same relative seniority held ineach officer’s permanent chief warrant officer grade.12. Assignment Policya. LDOs will only be assigned to billets that are in theirMOS and that are designated as LDO billets. LDOs may not beassigned to billets designated for unrestricted officers. Thisdoes not preclude an LDO from being assigned additional dutiesas deemed appropriate.b. LDOs may succeed to command activities which have aprimary function corresponding to the MOS of the officerconcerned.13. Promotion. This paragraph provides specific guidance forLDO promotions. Enclosure (4) provides additional promotionboard guidance that is applicable to all promotions discussed inthis instruction.a. LDOs compete for promotion within their MOS (competitivecategory) for specific billet vacancies in the next highergrade. Each LDO competitive category has specific graderequirements for each of their billets. These grade billetrequirements are the grade authorizations for each LDOcompetitive category.b. Promotion Opportunity. The promotion and retention lawsfor permanent LDOs are contained in the Defense OfficerPromotion Management Act (DOPMA), chapter 36 of reference (a).The <strong>Marine</strong> <strong>Corps</strong> develops promotion plans to meet the followingDOPMA promotion opportunity guidelines.(1) Major. The promotion opportunity target forselection to major is 80 percent plus or minus 10 percent (8 of10 officers in-zone may be selected for promotion). However,with very small cell LDO competitive categories, this may notalways be possible. At a minimum, the <strong>Marine</strong> <strong>Corps</strong> will developpromotion zones for at least a 67 percent opportunity (2 of 3officers in-zone selected for promotion).8Enclosure (3)
