SECNAVINST 1412.9B7 Feb 2006Procurement and Appointment ofWarrant Officers in the Marine Corps Reserve Component1. WARRANT OFFICER GRADES. The five warrant officer grades inthe Reserve component are as follows:Chief Warrant Officer, W-5, CWO5Chief Warrant Officer, W-4, CWO4Chief Warrant Officer, W-3, CWO3Chief Warrant Officer, W-2, CWO2Warrant Officer, W-1, WOa. Per section 12241(b) of reference (a), appointments inthe grade of warrant officer are made by SECNAV. Appointmentsin Reserve component chief warrant officer grades are made bycommission by SECNAV.b. SECNAV shall maintain a single list of all reservewarrant officers who are in an active status in the Reserves.SECNAV may establish competitive categories for promotion.Warrant officers in the same competitive category compete forpromotion as vacancies occur within their category.2. ACCESSIONSa. There are Reserve component warrant officer requirementsin the Active Reserve (AR) and the Other than AR (OTAR)competitive categories.(1) AR Competitive Category. The AR structure supportsrequirements for three military occupational specialties (MOSs).These are: (1) MOS 0170 – Personnel Officer; (2) MOS 6004 -Aircraft Maintenance Engineer Officer; and (3) MOS 6502 -Aviation Ordnance Officer. Each AR MOS is a separatecompetitive category within the AR competitive category.(2) OTAR Competitive Category. The OTAR competitivecategory consists of chief warrant officers in the SelectedMarine Corps Reserve (SMCR), Individual Ready Reserve (IRR), andthe Standby Reserve (Active Status List). The SMCR structure isbased on specified grade requirements; however, the IRR and theStandby Reserve have no such structure requirements.b. CMC (RAP) will determine which reserve warrant officerMOSs are projected to be “OPEN” for applications each year. Thelist will be published approximately 60 days prior to theEnclosure (2)
