SECNAVINST 1412.9B7 Feb 2006Procurement and Appointment ofWarrant Officers in the Marine Corps Active Component1. DEFINITIONS. The following definitions, unless otherwisequalified, shall apply throughout this enclosure:a. Permanent Regular Warrant Officer. An officer of theRegular Marine Corps serving on active duty in a permanentwarrant officer grade under section 571 of reference (a).b. Temporary Regular Warrant Officer. A warrant orcommissioned warrant officer temporarily appointed under section5596 of reference (a) whose permanent status is enlisted.2. WARRANT OFFICER GRADES. The five warrant officer gradesare:Chief Warrant Officer, W-5, CWO5Chief Warrant Officer, W-4, CWO4Chief Warrant Officer, W-3, CWO3Chief Warrant Officer, W-2, CWO2Warrant Officer, W-1, WOa. The Secretary of the Navy (SECNAV) shall maintain asingle list of all warrant officers, other than warrant officersdescribed in section 582 of reference (a), who are on activeduty. SECNAV may establish competitive categories forpromotion. Warrant officers in the same competitive categorycompete for promotion as vacancies occur within their category.b. Warrant officers with less than three years since thedate of accepting their original appointment are probationaryofficers.3. ACCESSIONSa. Each active component warrant officer militaryoccupational specialty (MOS) is a separate competitive category.Warrant officers are accessed, appointed, trained, assigned, andpromoted to meet specific technically-oriented billets withineach warrant officer MOS.b. The number of accessions or authorized selections foreach warrant officer competitive category is determined by anumber of factors and constraints. These factors include theEnclosure (1)
