<strong>SECNAVINST</strong> <strong>1412.9B</strong>7 Feb 20069. Communication with Promotion Selection Boards. Officerseligible for consideration by a promotion board may communicatedirectly in writing with the board President. The communicationmay call attention to any matter concerning the officer that theofficer considers important. It may include, as attachments,correspondence from any other individual.a. Correspondence not originated or endorsed by theeligible officer, including endorsements or other letterswritten on behalf of that officer and forwarded under separatecover, is not acceptable and will not be provided to the board.Correspondence that contains classified information will not beaccepted.b. Officers who desire to communicate with a promotionboard shall forward written communication to the president ofthe board to the address noted in the convening MARADMINmessage. An eligible officer's correspondence must arrive nolater than the day before the convening date of the selectionboard which is to consider his or her record. Correspondencereceived after a board is convened will not be submitted to theboard.c. The selection board shall consider all correspondencethat complies with the above requirements.d. Except as provided by this paragraph, no person mayfurnish unsolicited information or opinion regarding officers tobe considered by a selection board.10. Proceedings, Recommendations, Reports, and Action onReports of Selection Boardsa. Except as authorized or required by SECNAV, theSecretary of Defense, or the President, no member or recorder ofa promotion selection board shall disclose the proceedings orrecommendations of a promotion selection board.b. The LDO promotion selection board shall submit a reportto the Principal Deputy Under Secretary of Defense for Personneland Readiness (PDUSD (P&R)) for approval via, first; CMC for hisrecommendations; second, NJAG for legal review; and third,SECNAV. In addition, the LDO promotion selection board thatconsidered officers with service in joint duty assignments willbe forwarded to the Chairman of the Joint Chiefs of Staff forreview under section 618(b) of reference (a). The chief warrantofficer promotion selection boards shall submit a report to5Enclosure (4)
