<strong>SECNAVINST</strong> <strong>1412.9B</strong>7 Feb 2006screen the names of the officers projected to be promoted foradverse information. Officers whose records contain adverseinformation shall have their promotion delayed. See paragraph13 of enclosure (4) for delay procedures for promotion to thegrades of CWO3, CWO4, and CWO5.f. Delay of promotion (W-1s). Promotions to the grade ofCWO2 may be delayed at any time prior to the 18-month TIGrequirement noted in 12(b)(1) of this enclosure. The purpose ofdelay is to determine whether the Reserve W-1 is qualified forpromotion.(1) Authority to Delay. The authority to delay thepromotion of a Reserve W-1 is delegated to CMC, his designee,and commanding officers exercising special court-martialconvening authority.(2) Basis for Delay. The promotion of a Reserve W-1 maybe delayed in accordance with the criteria established byparagraph 13(a) of enclosure 4.(3) Notification of Delay and Delay Procedures. TheReserve W-1 must be given written notice of the grounds fordelay before the effective date of the promotion, unless it isimpractical to do so, in which case such written notice shall begiven as soon as practicable. The Reserve W-1 shall acknowledgereceipt of such notification in writing. A Reserve W-1 whosepromotion has been delayed shall be afforded the opportunity tosubmit a written statement to CMC concerning the delay. If theReserve W-1 declines to make a statement, he or she shall submita signed statement to that effect. The notice of delay, thewritten acknowledgment of receipt of such notification, and thewritten statement shall be forwarded to CMC for decision via theofficer exercising general court-martial jurisdiction over theReserve W-1. CMC shall determine whether the Reserve W-1 isqualified for promotion.(4) Limitation on Delay. A promotion to the grade ofCWO2 may not be delayed more than 6 months after the date theofficer would have otherwise been promoted. CMC may ratify andextend this period of delay for good cause.g. Not qualified for Promotion (W-1s). In those caseswhere CMC determines a Reserve W-1 is not qualified forpromotion, that Reserve W-1 may be reconsidered for promotion,separated, or retired if eligible, in accordance with paragraph15 of enclosure (4).13Enclosure (2)
