<strong>SECNAVINST</strong> <strong>1412.9B</strong>7 Feb 2006e. Deferred Eligibility(1) Deferment of eligibility is intended to provideofficers who otherwise would have been in-zone or above-zone anopportunity to obtain active-duty experience, qualifications,and significant evaluation before being considered by apromotion board. Officers whose promotion eligibility isdeferred will be considered as officers in- or above-zone, asappropriate, as if their eligibility had not been deferred.Eligibility will be deferred as follows:(2) CMC may, with the officer’s consent or at his or herrequest, at any time prior to the convening of the firstselection board to consider his or her record, defer theofficer’s eligibility for consideration in-zone or above-zonefor promotion up to one year from the date the officer enteredon active duty and was subject to placement on the active-dutylist. An officer’s written request for deferment must besubmitted to the Commandant of the <strong>Marine</strong> <strong>Corps</strong>, <strong>Headquarters</strong>U.S. <strong>Marine</strong> <strong>Corps</strong> (MMPR-1), Harry Lee Hall, 17 Lejeune Road,Quantico VA 22134-5104. Requests must arrive no later than theconvening date of the selection board before which the officerwould normally be eligible.(3) Reinstatement. An eligibility deferral, waivedunder paragraph 13e(1), will not be reinstated.f. Effecting Promotions(1) Promotions for officers on a promotion list willnormally commence the month after the Senate confirms thenominations, provided there is a billet vacancy. Promotion ofofficers from one competitive category may be effected withoutregard for the relative seniority of officers of the same gradein other competitive categories.(2) A promotion MARADMIN message is published each monththat will provide the promotion authority for those officers whowill be promoted on the first of the next month, and aprojection for subsequent promotions in the following month.Prior to release of the MARADMIN message, CMC (MMPR-1) shallscreen the names of the officers projected to be promoted foradverse information. Officers whose records contain adverseinformation shall have their promotion delayed. See paragraph13 of enclosure (4) for delay procedures.10Enclosure (3)
