<strong>SECNAVINST</strong> <strong>1412.9B</strong>7 Feb 2006(2) Basis for Delay. The promotion of a W-1 may bedelayed in accordance with the criteria established by paragraph13(a) of enclosure 4.(3) Notification of Delay and Delay Procedures. The W-1must be given written notice of the grounds for delay before theeffective date of the promotion, unless it is impractical to doso, in which case such written notice shall be given as soon aspracticable. The W-1 shall acknowledge receipt of suchnotification in writing. A W-1 whose promotion has been delayedshall be afforded the opportunity to submit a written statementto CMC concerning the delay. If the W-1 declines to make astatement, he or she shall submit a signed statement to thateffect. The notice of delay, the written acknowledgment ofreceipt of such notification, and the written statement shall beforwarded to CMC for decision via the officer exercising generalcourt-martial jurisdiction over the W-1. CMC shall determinewhether the W-1 is qualified for promotion.(4) Limitation on Delay. A promotion to the grade ofCWO2 may not be delayed more than 6 months after the date theofficer would have otherwise been promoted. CMC may ratify andextend this period of delay for good cause.g. Not qualified for Promotion (W-1s). In those caseswhere CMC determines a W-1 is not qualified for promotion, thatW-1 may be reconsidered for promotion, separated, or retired ifeligible, in accordance with paragraph 15 of enclosure (4).14. CONTINUATION. This paragraph provides specific guidancefor the continuation of active component warrant officers/chiefwarrant officers. SECNAV shall, whenever the needs of the<strong>Marine</strong> <strong>Corps</strong> require, convene selection boards to recommendofficers for continuation. As a matter of efficiency, promotionselection boards may reconvene as continuation selection boards.Enclosure (5) contains additional continuation board guidancethat is applicable to all active component restricted officers.a. An active component chief warrant officer who isselected for deferment of involuntary retirement shall benotified of his or her selection and afforded an opportunity toaccept or decline continuation. If the chief warrant officerdeclines to continue on active duty, he or she shall betransferred to the retired list in accordance with Chapter 65 ofreference (a).12Enclosure (1)
