CMC shall ensure the board president, members,and recorders of the board adhere to the board proceedingsoutlined in paragraphs 6.2.1 and 6.2.2. of reference (g).7. Oath. Each member of a promotion selection board shallswear, or affirm, that he or she will perform his or her dutiesas a member of the board without prejudice or partiality andhaving in view both the special fitness of officers and theefficiency of the <strong>Marine</strong> <strong>Corps</strong>. Each recorder and assistantrecorder shall swear, or affirm, that he or she will keep a truerecord of the proceedings of the board. Each member, recorder,assistant recorder, and administrative support personnel shallswear, or affirm, that he or she will not disclose theproceedings or recommendations of the board except as authorizedor required by SECNAV or higher authority.8. Information Furnished to Promotion Selection Boards. Thefollowing information shall be furnished to each promotionselection board at the time it is convened by the authorityindicated:a. SECNAV will specify in the precept the maximum number ofofficers in each grade and competitive category that the boardmay recommend for promotion consistent with the annual promotionplan. The boards are not required to select to the numbersprovided.b. CMC shall provide the names of all officers who are tobe considered by the board in order of seniority.c. CMC shall supply the pertinent records of each officerto be considered by the board. Such records shall include alldocuments, including fitness reports, that are essential for afair and substantially accurate and complete portrayal of theofficer’s career as of the date the board convenes. Fitnessreports, personal awards or other documents with ending datesafter the convening date of the board will not be added to theserecords even if received while the board is in session. If theboard requests information to amplify or clarify officialrecords provided to the board, the board may request suchinformation from SECNAV, via CMC. Information from outside anofficer’s official record may not be provided to a board if thatinformation, under Service regulations, could not otherwise beincluded in the officer’s official record without notice to theofficer and an opportunity for the officer to comment on it.4Enclosure (4)
