appropriate, for appointment pending resolution of theallegations.<strong>SECNAVINST</strong> <strong>1412.9B</strong>7 Feb 2006(4) SECNAV shall announce to the public, via ALNAV, thenames of the LDOs recommended for promotion when the nominationis transmitted to the President. The names of the active chiefwarrant officers and Reserve chief warrant officers recommendedfor promotion shall be announced to the public when the reportof the board is approved by SECNAV. SECNAV may withhold fromthe ALNAV the names of those officers whose names were withheldfrom nomination.j. Only the President may remove the name of an officerrecommended for promotion from the report of the selectionboard. However, SECNAV may remove the name of an officer from apromotion list. CMC may forward requests for such actions toSECNAV for review and appropriate action.k. Promotion of the LDOs whose names were submitted to theSenate for appointment may, upon Senate confirmation, takeeffect.l. Promotion of the active chief warrant officers whosenames were submitted to the President for appointment bycommission, may upon the President's approval, take effect.m. Promotion of the Reserve chief warrant officers whosenames were approved by SECNAV may, upon SECNAV’s approval, takeeffect.11. Promotion Announcements. A promotion MARADMIN message ispublished each month that will provide the promotion authorityfor those officers who will be promoted on the first of the nextmonth, and a projection for subsequent promotions in thefollowing month. Prior to release of the MARADMIN message, CMC(MMPR-1) shall screen the names of the officers projected to bepromoted for adverse information. Officers whose recordscontain adverse information shall have their promotion delayed.12. Effective Date of Promotion. Except as provided inparagraph 13 of this enclosure or as otherwise provided by law,the date of rank of an officer promoted to a higher grade is thedate of appointment. Appointments will be considered acceptedand effective on the date specified in the promotion MARADMINmessage unless the officer concerned expressly declines theappointment. Written requests for declination of appointmentshould be submitted on or before the effective date, but not8Enclosure (4)
