<strong>SECNAVINST</strong> <strong>1412.9B</strong>7 Feb 2006(a) The minimum and maximum periods of continuationthat the board may recommend.(b) The maximum number of officers that the boardmay recommend for continuation.(c) Information on the skill needs andqualifications for officers in each grade under considerationand such other information and guidelines as may be necessary toenable the board to perform its functions properly.(2) CMC shall provide the names and pertinent records ofofficers to be considered for continuation.e. Board Reports. Board reports shall be forwarded toSECNAV for approval or disapproval in whole or in part via CMCfor his recommendations and NJAG for legal review. Each reportshall be in writing and shall be signed by all members andrecorders. The report of each continuation board shall certifythat the board has carefully considered the record of eachofficer whose name was furnished to the board and that, in theopinion of a majority of the members of the board the officersrecommended for continuation are fully qualified forcontinuation and that their continuation is in the best interestof the <strong>Marine</strong> <strong>Corps</strong>.f. Under SECNAV guidance, CMC shall, prior to submission ofthe board report to SECNAV, screen the names of the officersrecommended for continuation by the board for adverse materialwhich may not have been in an officer's record and known toboard members. Depending upon the nature of the adversematerial, an officer’s selection for continuation may bedisapproved by SECNAV.4Enclosure (5)
