This enclosure pertains to the promotion of permanentregular LDOs to higher permanent grades as set forth in sections611-646 of reference (a), and to the promotion of temporary LDOsto higher temporary grades pursuant to section 5596 of reference(a).b. This enclosure pertains to the promotion of permanentregular chief warrant officers to higher permanent chief warrantofficer grades per sections 571-583 of reference (a), and to thepromotion of permanent chief warrant officers in the <strong>Marine</strong><strong>Corps</strong> Reserve.2. Promotion Zones. For each promotion selection board thereare normally three zones established: above-zone, in-zone, andbelow-zone. The zones are defined as follows.a. Above-Zone(1) Officers in the same grade and competitive categoryas the officers in-zone, who are senior to the senior officer inthe in-zone, and who have failed selection for promotion atleast once.(2) Above-Zone, Not Previously Considered. Officers inthe same grade and competitive category as the officers in-zone,who are senior to the senior officer in-zone, but who haveneither been removed from a promotion list to that grade (otherthan after having been placed on that list after a selectionfrom below-zone), nor failed of selection to that grade, areconsidered as in-zone officers, and are referred to as officersabove-zone, not previously considered.b. In-Zone. Officers in the same grade and competitivecategory who:(1) Have neither failed of selection for promotion tothe next higher grade nor have been removed from a promotionlist to that grade (other than after having been placed on thatlist after a selection from below-zone); and(2) Are senior to the officer designated by SECNAV asthe junior officer in-zone.Enclosure (4)
