SECNAVINST 1412.9B7 Feb 2006c. Below-Zone. Officers in the same grade and competitivecategory who are eligible for promotion and are junior to thejunior officer in the in-zone.3. Officers Precluded From Promotion Considerationa. SECNAV may preclude from consideration by a selectionboard an officer who would otherwise be eligible to beconsidered, if that officer has an established separation datethat is within 90 days after the date on which the board isconvened.b. Officers placed on the active-duty list after the date aboard convenes are not eligible for consideration for thatboard.c. An officer whose name is on a promotion list for thenext higher grade; or who is recommended for promotion in thereport of an earlier selection board that is pending approval isnot eligible for consideration by the board.d. Officers who enter on active duty and are on the activedutylist on the date the board convenes will be eligible forconsideration for promotion under this instruction.4. Promotion Planning Factorsa. Convening of Selection Boards. SECNAV shall, wheneverthe needs of the Marine Corps so require, convene promotionselection boards to recommend officers for promotion to the nexthigher grade. Warrant officer and LDO selection boards are helddepending upon projected billet vacancies in the competitivecategories. A MARADMIN message announcing the convening ofpromotion selection boards will be released at least 30 daysprior to the convening date of the board.b. Promotion Plan. CMC (MPP-35) shall submit annualwarrant officer/Reserve warrant officer/LDO promotion plans toSECNAV, via the NJAG for legal review, at least 45 days prior tothe convening dates of promotion selection boards. Thepromotion plans will contain the following elements:MOS.(1) Number authorized to select by grade and category(2) Promotion zones.2Enclosure (4)
