Children who are at an educational disadvantage because their use of the Englishlanguage is minimal or non-existentd. Home accommodation unsuitable for young childrene. Failure to thrive socially, medically or psychologicallyf. Physical, sensory or learning difficultiesIf special reasons are to be considered, detailed information about the child’s circumstance willbe required.35
