4.2.2 Responsibility of competent person4.2.2.1 A competent person is responsible for on-site inspection, supervision onthe installation and use of the suspended working platform. He shouldpossess adequate knowledge of the suspended working platform underhis control and has substantial experience in handling the inspection,erection and dismantling of the suspended working platform. He shouldbe familiar with the safety precautions, procedures, instructions andemergency procedure stated in the safe system of work for the project.He should possess adequate knowledge of the design loads of thesuspended working platform specified under clause 5.2.1(b). Hisresponsibility is to ensure that :(a)(b)(c)(d)(e)(f)(g)the erection and dismantling of the suspended working platform followthe procedures and recommendations specified in the manufacturer’sassembly manual. In particular, he should ensure that the secondaryprotection such as tie backs to the roof rig is installed;the lifeline is properly installed and anchored;the suspension rope and safety rope of the suspended workingplatform are free from kink, broken wires, flatten surface or any otherpatent defect;a thorough inspection to the suspended working platform isconducted before the suspended working platform is first put intouse after erection, at regular intervals, and after exposure to adverseweather;machine parts and safety devices that are listed in the operationand maintenance manual, repair log books, and history of thesuspended working platform are in good working order;any defect of the suspended working platform is recorded andreported to the owner or the maintenance contractor if such defectis out of repair under his control; andthe suspended working platform stops to operate if an unsafecondition or operation occurs to endanger the person working in ornearby the suspended working platform.15
